Position SummaryThe Communications Strategist and Organizational Change Management Journeyman will lead strategic communications, stakeholder engagement, organizational-change management, training, adoption, and outreach activities supporting USCIS BPIMSS programs. The position will support changes to USCIS business processes, technologies, programs, policies, and operational practices.Key ResponsibilitiesDevelop and execute strategic communication plans aligned with USCIS, VER, FOD, and DHS priorities.Develop stakeholder analyses, communication strategies, audience segmentation, key messages, delivery channels, and outreach schedules.Develop organizational-change-management and adoption strategies.Conduct change-impact and organizational-readiness assessments.Support implementation of new business processes, policies, systems, and technologies.Develop executive communications, briefings, talking points, presentations, FAQs, newsletters, announcements, infographics, and training materials.Facilitate stakeholder engagement sessions, awareness campaigns, town halls, workshops, and training events.Apply Prosci, Agile, Lean, and SAFe change-management practices.Measure adoption and stakeholder sentiment through surveys, feedback loops, retrospectives, and other metrics.Develop strategies to address resistance and improve organizational adoption.Coordinate communications across business, program, product, technical, and executive stakeholders.Ensure communications comply with Plain Language and Section 508 standards.Use Adobe Suite, Microsoft products, Mural, infographics, and similar tools to create engaging communication products.Required QualificationsMinimum 7 years of communications, change-management, stakeholder-engagement, or related professional experience supporting Federal programs.Direct USCIS experience required.Demonstrated experience developing communications supporting USCIS operational programs, systems, policies, or organizational transformation.Experience developing executive-level communications and messaging.Strong stakeholder-engagement and organizational-change-management experience.Demonstrated writing, editing, presentation, and facilitation expertise.Ability to develop communication products for technical, operational, executive, and public audiences.Preferred QualificationsExperience supporting a USCIS technology, policy, organizational, or operational transformation.Experience with change-impact assessments, adoption metrics, training, and stakeholder feedback.Experience developing Section 508-compliant and Plain Language communications.EducationBachelor's degree in Communications, Public Relations, Marketing, Organizational Development, Business, or a related field.Preferred / Required CertificationsProsci Change Management Certification strongly preferred.CCMP, SAFe, or Agile change-management certification preferred.An advanced degree may be considered as an alternative to a change-management certification.Key Technical SkillsProsci/ADKAR; stakeholder analysis; communication planning; organizational-impact assessment; executive communications; Adobe Creative Suite; Microsoft Office; Mural; SharePoint; survey development; Section 508 compliance; Plain Language; training development.Security / AccessMust be able to successfully complete DHS/USCIS background investigation and suitability requirements and obtain required USCIS facility and system access. Work is unclassified but may involve Sensitive But Unclassified (SBU) information.LocationPrimarily telework with periodic on-site support at USCIS Headquarters, 5900 Capital Gateway Drive, Camp Springs, MD, or other authorized USCIS locations based on mission requirements. Local commuting within the National Capital Region is non-reimbursable.Ideal Candidate ProfileA USCIS communications or OCM professional who has supported significant technology, policy, organizational, or operational transformations and can communicate effectively with both senior leadership and operational users.
