Position Overview
The Commissioning Manager is responsible for leading the Company's commissioning services across multiple commercial construction projects while supporting the growth and continuous improvement of the commissioning practice. Acting as an Owner's Technical Representative (OTR), this role provides strategic oversight of commissioning activities to ensure building systems are planned, designed, installed, tested, and transitioned to operations in accordance with owner requirements, project specifications, and industry best practices. The Commissioning Manager also supports operational processes, estimating, business development, and technical standards while collaborating with owners, design teams, contractors, and internal project teams to deliver high-performing facilities.
Key Responsibilities
- Lead the development and continuous improvement of the company's commissioning program, including standard operating procedures, templates, commissioning deliverables, quality standards, and best practices to ensure consistent execution across all projects.
- Support the growth and operational management of the commissioning practice by assisting with project pursuits, proposal development, estimating, scope definition, staffing forecasts, budgeting, resource planning, and client presentations.
- Develop and manage project-specific commissioning plans, execution strategies, schedules, and deliverables to ensure alignment with the Owner's Project Requirements (OPR), Basis of Design (BOD), project specifications, and owner expectations.
- Lead coordination among owners, design teams, contractors, commissioning providers, and key stakeholders to integrate commissioning into the overall project execution strategy, proactively managing risks, resolving issues, and maintaining schedule alignment.
- Review design documents, submittals, equipment specifications, startup procedures, testing protocols, TAB reports, O&M manuals, and commissioning documentation to verify compliance with project requirements and identify opportunities to improve system performance and project outcomes.
- Oversee commissioning execution by contractors and commissioning providers, ensuring equipment startup, functional performance testing, integrated systems testing, deficiency resolution, and project turnover activities are completed in accordance with owner requirements and industry best practices.
- Manage commissioning documentation, issue logs, turnover packages, final commissioning reports, owner training, occupancy readiness activities, seasonal testing, and warranty-phase commissioning to support successful project delivery and long-term building performance.
- Provide technical leadership to project teams by promoting commissioning best practices, supporting project planning and execution, ensuring compliance with company quality and safety standards, and serving as a trusted advisor to clients throughout the project lifecycle.
Qualifications
- Bachelor’s degree in Mechanical Engineering, Electrical Engineering, Construction Management, or related field preferred.
- 10+ years of commissioning, MEP coordination, construction management, or building systems experience with a commercial contractor.
- Experience with complex building systems such as healthcare, higher education, mission-critical, or large office developments is highly desirable.
- CxA, CCP, CEM, PE, or other commissioning/engineering credentials preferred.
- Strong working knowledge of HVAC systems, electrical systems, controls/integration, and construction processes.
- Proficiency with commissioning software platforms and project management tools.
- Ability to interpret construction drawings, technical specifications, and system diagrams.
- Excellent communication, coordination, and client-facing skills.
- Strong problem-solving abilities with a focus on proactive issue resolution.
- Ability to lead meetings, manage multiple priorities, and drive deadlines.
- Proficiency in Microsoft Office Suite (Word, Excel, Outlook), Procore and Facility Grid; BIM/3D modeling experience preferred.
