    Description

    Commissioning Manager

    GavinHeath is partnering with a client in Cedar Rapids, IA looking to add a Commissioning Manager to their team. The role is a Direct Hire position.

    Responsibilities
    • Lead post-project reviews to capture lessons learned and incorporate feedback into updated commissioning standards and training for scalability.
    • Work closely with Project Management, Field Operations, Safety, QA/QC, Engineering, and Clients through construction, turnover, and initial operations.
    • Lead planning, scheduling, coordination, and execution of all commissioning activities from construction turnover through final project completion, including system startup, testing, functional performance testing, integrated systems testing, and closeout.
    • Establish and implement project-specific commissioning strategies, execution plans, procedures, document control workflows, templates, and protocols aligned with company standards and project requirements.
    • Build, mentor, and lead a high-performing commissioning team comprising internal staff and third-party agents; assign responsibilities, establish daily work priorities, forecast Client needs, coordinate training and qualifications, and ensure alignment with project objectives.
    • Serve as primary commissioning point of contact for clients, engineers, GCs, subcontractors, consultants, and vendors; facilitate regular progress meetings and commissioning updates, communicating project risks, schedule impacts, resource needs, and corrective actions.
    • Review electrical and mechanical designs for commissioning impact; develop and execute pre-functional and functional test plans, energization sequences, and integrated systems testing protocols.
    • Act as team leader for Load Banking and Energization activities, coordinating pre-planning, execution, and documentation with internal and external stakeholders.
    • Lead project energization planning and execution, including development, review, and approval of Methods of Procedure (MOPs), switching operations, and electrical system energizations.
    • Ensure proper implementation of Lockout/Tagout (LOTO), Site Specific Energy Isolation Plans (SSEIPs), Critical Access Zones (CAZs), barricades, and other required electrical safety controls.
    • Ensure commissioning documentation (checklists, redlines, test scripts, issue logs, deficiency tracking, closeout reports, turnover packages, punch lists, startup reports, and testing records) is organized, complete, accurate, and delivered for each contract.
    • Enforce strict adherence to safety protocols during all commissioning phases; coordinate with Safety, QA/QC, and Field Operations to identify and mitigate commissioning risks. Ensure compliance with NFPA 70E, OSHA, customer requirements, company safety policies, and approved energy-isolation procedures.
    • Maintain awareness of commissioning activities performed by direct reports, subcontractors, and vendors, ensuring accountability for safety, quality, productivity, schedule, and professionalism.
    • Identify commissioning constraints and risks, develop mitigation strategies, track progress against project milestones, and ensure commissioning deliverables are completed accurately and on schedule.
    Qualifications
    • 7+ years of electrical construction, commissioning, operations, or related industry experience, including 3+ years of supervisory or leadership experience.
    • Experience leading commissioning activities on large commercial, industrial, mission-critical, or data center projects preferred.
    • Strong understanding of commissioning processes, project execution, electrical distribution systems, power infrastructure, and medium- and low-voltage electrical systems.
    • Experience with electrical testing, system startup, functional performance testing, integrated systems testing, switching, and energization procedures.
    • Demonstrated ability to lead commissioning schedules, personnel, project deliverables, and major energization milestones.
    • Experience developing, reviewing, and executing MOPs and coordinating switching and electrical system energizations.
    • Strong working knowledge of NFPA 70E, OSHA requirements, LOTO, energy-isolation procedures, and electrical hazard mitigation.
    • Experience with mission-critical electrical infrastructure such as UPS, switchgear, switchboards, PDUs, transfer schemes, generators, ATS, BESS, controls, and related systems preferred.
    • Experience leading load bank testing and complex energization activities on large-scale electrical projects preferred.
    • Associate or bachelor's degree in electrical engineering, mechanical engineering, construction management, electrical technology, or related field preferred; equivalent practical industry experience may be considered in lieu of formal education.
    • Proficiency with commissioning software, MS Office, scheduling tools, project management software, and document control systems.
    • Strong leadership, communication, organizational, problem-solving, and decision-making skills, with the ability to manage multiple priorities in a fast-paced construction environment.
    • Iowa state electrical licensing in good standing preferred
    • OR reciprocal licensing from AK, AR, CO, MN, MT, NE, NH, ND, OK, SD, TX, WI, or WY.
    • Certifications: NFPA 70E Qualified Electrical Worker (QEW), OSHA 30, Certified Commissioning Professional (CCP), NETA, PMP, and/or applicable state electrical licensing preferred.
