As the Head of the Commissioning Department, the incumbent is responsible for the strategic leadership and operational management of precommissioning, commissioning, and start-up activities. This role ensures the highest standards of Safety and Quality, optimizes resource
allocation (human and material) across multiple project sites, and provides technical expertise to project managers while leading and
developing the commissioning team.
Safety & Quality Leadership: Identify activity-related risks and enforce safety rules (PSSR/TASR). Conduct safety training, manage PPE
supply, and hold the authority to stop activities in case of non-compliance.
Site Coordination & Resource Management: Manage department workloads, assign competent site managers/supervisors, and oversee
mobilization (visas/travel). Monitor site progress and provide weekly/monthly reporting.
Proposal & Project Execution: Participate in budgeting and cost estimation for start-up activities. Oversee the development of operating
manuals, start-up schedules, and quality files. Interface between site teams and Engineering/Technology departments.
Team Management & Development: Define resource needs and lead hiring in collaboration with HR. Plan succession for key roles, define
training programs, and conduct annual performance reviews and promotion plans.
Departmental Governance: Maintain and update business procedures, standards, and KPIs. Process internal audit actions and analyze nonconformities to ensure continuous improvement of department tools and methodologies.
Education: Bachelor's degree, preferably in Science or Engineering (Process, Chemistry, or related field). Work Experience: Minimum 5+ years of experience in Industrial Plant Commissioning. Proven track record in Site Management (Safety, Quality, Scheduling, and Team Leadership). Technical Knowledge: Deep understanding of pre-commissioning, performance tests, and hand-over processes. Proficiency in process control, E&I, machinery, and reading technical schematics (PFD/P&ID). Languages: * English: Fluent (Business level or higher). Japanese: Native or Fluent.
