DESCRIPTION
The full salary range for this position is as follows: Code Enforcement Officer I - $39.11 to $49.93 / Code Enforcement Officer II - $43.14 to $55.05/ Senior Code Enforcement Officer - $47.55- $60.68. Expected hiring range is as follows: Code Enforcement Officer I - $39.11 to $43.14 / Code Enforcement Officer II - $43.14 to $47.55/ Senior Code Enforcement Officer - $47.55- $52.42.
The Code Enforcement Officer I/II/SR performs responsible technical and administrative work in the enforcement of the provisions of the Citys Municipal Code and the Palmdale Zoning Ordinance; to investigate and enforce applicable ordinances, codes, and regulations related to, zoning, land use, health and safety, blight, and graffiti involving both office and field work.
DISTINGUISHING CHARACTERISTICS
Code Enforcement Officer I
Code Enforcement Officer I is the entry-level class in the Code Enforcement series. Positions at this level are distinguished from the Code Enforcement II level by the performance of less than the full range of duties as assigned to the journey level class.
Code Enforcement Officer II
Code Enforcement Officer II is the full journey level class in the Code Enforcement series and is distinguished from the Code Enforcement Officer I level by the performance of the full range of duties as assigned with only minimal instruction or assistance. Incumbents work independently, seeking assistance only as new or unusual situations arise. Positions in this class are flexibly staffed and are normally filled by advancement from the Code Enforcement Officer I class. On occasion, as assigned, this position may monitor work efforts performed by Code Enforcement Officer I and Neighborhood Compliance Officers.
Code Enforcement Officer Sr
Positions at this level perform the most difficult duties; possess a specialized technical or functional expertise. Incumbents are assigned significant responsibilities above the advanced journey level, possess specialized knowledge, abilities, skills and experience, and exercise independent judgment and initiative in the performance of their duties. Positions in this class may be flexibly staffed and are normally filled by advancement from the Code Enforcement Officer II class.

Experience:
Two years of public agency enforcement experience.

High school diploma or G. E. D. or an equivalent combination of education and experience.

Experience:
Three years of enforcement experience as a Code Enforcement Officer, law enforcement officer, or similar.
Education:
High school diploma or G. E. D. or an equivalent combination of education and experience.
Code Enforcement Officer Sr
Experience:
Three years of increasingly responsible code enforcement experience, including one year of technical and functional supervisory experience.
Education:
Equivalent to an associate degree from an accredited college or university in business administration, planning, law enforcement, code enforcement or a related field. Additional qualifying experience equivalent to Code Enforcement Officer II may substitute for the education on a year for year basis.
LICENSE OR CERTIFICATE:
Code Enforcement Officer I:
Possession of a valid California drivers license by time of appointment is required.
Possession of, or ability to obtain, a P.O.S.T. (832 p.c.) certificate within one year of date of hire.
Possession of, or ability to obtain within six months, a basic California Association of Code Enforcement Officials (CACEO) Module I certificate.
Other Requirement:
Must successfully pass the background for the California Law Enforcement Telecommunications System (CLETS) through the Los Angeles County Sheriff's Department as soon as practical.
Code Enforcement Officer II:
Possession of a valid California drivers license by time of appointment is required.
Possession of, or ability to obtain within six months, California Peace Officer Standards and Training (P.O.S.T) PC 832 Arrest, Search, and Seizure Certificate.
Possession of, or ability to obtain within six months, California Association of Code Enforcement Officers (CACEO) Module II certificate.
Other Requirement:
Must successfully pass the background for the California Law Enforcement Telecommunications System (CLETS) through the Los Angeles County Sheriff's Department as soon as practical.

WORKING CONDITIONS:
Work is often performed in an outdoor construction environment with year-round exposure to varying weather conditions. Work is subject to construction site noise and environment including exposure to loud equipment and machinery. Work is performed at various locations.
Positions will require weekend work, occasional overtime and travel is rare.

The City of Palmdale is noted for its highly skilled workforce, with a large concentration of aerospace firms located at Air Force Plant 42 and nearby Edwards Air Force Base. BUSINESS HOURS: Normal operating hours are from 7:30 am to 6:00 pm Monday - Thursday. CLOSED on Friday.
UNION: The Teamsters Local 986 represents certain positions in the Citys Public Works Maintenance Division and Parks and Recreation Department.
EXECUTIVE EMPLOYEES: Additional benefits apply to the positions of Deputy Director, Director, Deputy City Manager and Assistant City Manager. These are at-will positions and do not serve a probationary period.
EMPLOYMENT INFORMATION

A PROBATION PERIOD of one year minimum applies to initial employment with the City.
VACATION, HOLIDAYS AND LEAVE: The City provides 15 paid holidays per year and 80 hours vacation (years one through four) with a maximum accrual of 240 hours. Exempt employees accrue 80 hours of administrative leave per year with a maximum accrual of 240 hours.
SICK LEAVE: Employees accrue 96 hours per year with a maximum accrual of 800 hours. Part-time employees shall accrue one (1) hour of Sick Leave for every 20 hours worked. Total accrued bank sick leave may not exceed 80 hours.
RETIREMENT: The City is a member of the California Public Employees Retirement System (CalPERS). Full-time employees will be enrolled in either the New Member or Classic plan, as defined by CalPERS. New Members are enrolled in the 2% @ 62 formula and pay the full 7.75% employee contribution. Classic Members are enrolled in the 2% @ 60 formula and pay the full 7% employee contribution.
All other part-time employees are covered under the Public Agency Retirement Services (PARS).
WELLNESS PROGRAM: Employees may be reimbursed up to $500 per fiscal year for qualified wellness expenses.
DIRECT DEPOSIT: Direct Deposit is mandatory for all new employees.
INSURANCE: The City offers group health, dental/vision, long term and short term disability, and a $50,000 life insurance policy for full-time employees. The City contributes towards the employees health insurance.
DEFERRED COMPENSATION: The City offers a Deferred Compensation Plan which enables full-time employees to contribute on a tax deferred basis. The City matches up to $200 per month.
BILINGUAL STIPEND: Eligible employees may receive bilingual pay.
OVERTIME COMPENSATION: Overtime is accrued at time-and-a-half for eligible employees for time physically worked in excess of the regular 40-hour work week.
PART-TIME EMPLOYEES: Part-time employees are reviewed for merit salary advancement but are not eligible for any other benefits listed.
MILEAGE PAY: Any employee may be reimbursed for work related mileage at a rate consistent with IRS guidelines when assigned to use their private vehicle on City business.
SOCIAL SECURITY: The City does not participate in Social Security and does not deduct Social Security payments from any employees salary. The City deducts 1.45% of salary for Medicare and makes a 1.45% matching contribution.
