Job Description

The Evidence Senior Specialist is responsible for receiving, labeling, storing, releasing, and destroying evidence that is in the custody of the Clerk of Courts. The individual in this role will testify in court proceedings and respond to inquiries about clerk-held evidence. Typical duties include processing paperwork for evidence release, scheduling evidence viewings, logging evidence into the case management system, and preparing records for evidence destruction as required by Florida Statute. The Evidence Senior Specialist is also tasked with preparing standard operating procedures (SOPs) and training other staff on evidence procedures. Work is primarily performed in an office environment. Physical demands include sitting and standing at a workstation for extended periods and lifting or moving objects such as files or evidence weighing up to fifty (50) pounds. The Evidence Senior Specialist must be able to transport evidence as needed and operate standard office equipment, including a personal computer, copier, and related evidence-handling equipment. This position is classified as safety- sensitive. The individual in this role must obtain and maintain Criminal Justice Information Services (CJIS) certification in addition to all required employment background checks.

Examples of Work

  • Ensure compliance with departmental policies, state laws, and judicial rules governing evidence and public records.
  • Document the intake, transfer, and release of evidence.
  • Handle high-risk and sensitive evidence, such as currency, jewelry, drugs, biohazards, firearms, live ammunition, and graphic or disturbing images.
  • Accurately enter exhibit information, including detailed descriptions, locations, and related documentation.
  • Organize, package, and store exhibits according to established procedures.
  • Maintain the chain of custody for all evidence.
  • Preserve the security, integrity, and organization of all items maintained in the evidence rooms.
  • Conduct regular audits and inventories of evidence.
  • Facilitate evidence viewings and authorized releases.
  • Research and manage statutory evidence disposition, including authorized destruction.
  • Collaborate with trial clerks, attorneys, paralegals, judicial staff, law enforcement, media, and the public.
  • Respond to public records requests promptly and accurately.
  • Testify in court regarding the handling and status of evidence.
  • Perform other related duties as assigned.

Open Requirements/Supplemental Information

  • Four (4) years of property and evidence-related experience.
  • Must be able to operate a motor vehicle and travel between various locations as required by the position.

Preferred Education & Experience:

  • Bachelor's degree in criminal justice or a related field.

Other Requirements:

  • This position is classified as safety-sensitive and requires participation in pre-employment and random drug and alcohol testing, as specified by the City of Jacksonville's Drug-Free Workplace Policy (Directive 0401).

Licensures & Certifications:

  • Maintain a valid Class E Driver's License throughout employment.
  • Obtain certification through the International Association of Property and Evidence (IAPE) within twelve (12) months of employment.
  • Obtain certification through the Property and Evidence Association of Florida (PEAF) within twelve (12) months of employment.
  • Obtain and maintain CJIS certification.
  • Obtain City of Jacksonville Public Driver Certification before appointment and keep it current during employment.
  • You may be required to provide an operable automobile for City business, with mileage compensation provided.
