    Minimum Requirements:

    Education: High school graduation or equivalency

    Experience: 2 years' experience. Considerable previous experience required in the same or similar previous positions.

    Licenses/Certifications/Special Requirements

    • Valid Arizona Class "D" Driver's License upon hire.
    • Full Police Department background check required, including polygraph.
    • Attainment of Arizona State Criminal Justice Information Systems Terminal Operator Certification within 6 months of hire.

    Position Overview

    The Civilian Investigator runs the Peoria Police Department's registered sex offender program. This person makes sure offenders who live in Peoria follow Arizona registration laws. The job includes keeping offender records up to date, checking addresses and employment, looking into possible violations, and preparing community notifications when the law requires them.

    The Civilian Investigator reports to a Police Sergeant and works closely with patrol officers, detectives, the county sheriff, the Arizona Department of Public Safety, prosecutors, courts, and other agencies. The work takes place both in the office and in the field. This is a civilian position without arrest powers, so any enforcement action is handled by sworn officers. The position plays a key role in keeping the public informed and helping protect the Peoria community.

    Position Dynamics & Schedule

    The Police Civilian Investigator is a full-time, professional staff position within the Criminal Investigations Division, Special Victims Unit.

    • Schedule: Operates on a stable, compressed workweek consisting of four ten-hour shifts.
    • Benefits: This is a three-year grant funded position, offering comprehensive municipal employee benefits.

    Key Responsibilities

    Registration and program records

    • Review new registration information, court records, criminal histories, and documents from other agencies. Identify missing or conflicting information and contact the responsible agency to resolve it.
    • Maintain offender profiles, including photos, addresses, caution notes, case notes, and supporting documents. Track deadlines, required updates, and referrals.
    • Prepare summaries to support the department's review of registration requirements, risk assessments, and community notification decisions.

    Compliance and investigative support

    • Coordinate address and employment checks with patrol, detectives, supervision agencies, and neighboring jurisdictions. Document each contact and any discrepancies found.
    • Conduct records research, noncustodial interviews, and follow-up as permitted. Write reports and referrals when information suggests noncompliance or another crime, and coordinate any enforcement action with sworn officers.
    • Respond professionally to registrants, community members, and partner agencies, including during difficult contacts. Report safety concerns or enforcement needs promptly.

    Community notification and coordination

    • Prepare and distribute approved notification materials when Arizona law and department procedure require them.
    • Help keep public information accurate. Answer hotline and public questions within approved release rules.
    • Provide program updates and case status to supervisors, patrol, detectives, and command staff. Track workload, pending tasks, and recurring compliance problems.

    Qualifications

    • Strong administrative accuracy and acute attention to detail required for data entry, case management, and digital evidence tracking.
    • Advanced interpersonal and communication skills to collaborate effectively with diverse external legal agencies, court staff, and internal department members.
    • Prior experience or familiarity navigating complex law enforcement databases (such as AZDPS), legal compliance mandates, and judicial/prosecutorial workflows.
