Job Summary
Performs advanced professional, administrative, and technical engineering work for the City of Clovis. Responsible for the planning, design, review, and management of public infrastructure and capital improvement projects, ensuring compliance with applicable regulations, standards, and City objectives. Serves as the City's technical authority on engineering matters and provides leadership in infrastructure planning, development review, and project execution.
Typical Duties
Engineering Review & Compliance
- Reviews and evaluates engineering plans, specifications, and reports for capital improvement projects, development proposals, and infrastructure systems
- Ensures compliance with City codes, drainage requirements, environmental regulations, and engineering standards
- Reviews and participates in approval, modification, or rejection of development plans, plats, and engineering proposals
Project Coordination & Management
- Coordinates with developers, contractors, consultants, and internal departments on engineering and infrastructure projects
- Develops scopes of work, prepares requests for proposals, and participates in consultant selection and contract administration
- Manages and monitors project budgets, expenditures, funding allocations, and financial performance
- Pursues and administers grant funding and external funding sources
Infrastructure Planning & Development
- Provides technical input for long-range planning, including transportation, drainage, wastewater, and solid waste systems
- Collaborates with Public Works and other departments on infrastructure planning and system improvements
- Provides oversight or coordination related to GIS and infrastructure data systems
Technical Leadership & Advisory
- Provides technical engineering guidance and establishes engineering standards, criteria, and best practices
- Serves as the City's technical authority on engineering matters
- Meets and confers with consulting engineers, City leadership, boards, commissions, and external agencies
Public & Stakeholder Interaction
- Communicates with the public regarding infrastructure projects, development activity, and engineering-related concerns
- Represents the City in meetings with developers, regulatory agencies, and stakeholders
Other Duties
- Performs other duties as assigned
Minimum Qualifications
- Bachelor's degree in Civil Engineering or a closely related field
- Five (5) years of progressively responsible experience in municipal or public works engineering
Licenses & Certifications
- Professional Engineer (PE) license in the State of New Mexico, or ability to obtain within one (1) year of hire
- Valid New Mexico Class D Driver's License

Physical Requirements
Work is performed in office and field environments. Requires sitting, standing, walking, bending, and navigating uneven terrain at construction sites. May involve lifting materials and equipment up to 30 pounds. Requires visual acuity for reviewing plans and operating equipment. Driving is required for site visits.
Working Conditions
Work is performed in office settings and outdoor construction environments. Fieldwork may involve exposure to traffic, heavy equipment, noise, dust, and varying weather conditions. Requires regular travel to project sites and occasional work beyond normal business hours. Position is classified as safety sensitive and subject to drug and alcohol testing.
