Position Summary

Supervise, plan and coordinate assigned activities and operations within the Capital Implementation Program including capital planning, budgeting, scheduling and development of policy recommendations; coordinate assigned activities with other divisions, outside agencies and the general public and provide highly responsible and complex staff assistance to assigned supervisory or management staff.

ESSENTIAL FUNCTIONS: Essential functions may include but are not limited to the functions listed below. Must be able to perform the essential functions of the job with or without a reasonable accommodation.

  • Coordinate the organization, staffing and operational activities for assigned projects within the Capital Implementation Program including planning, scheduling and budgeting of new capital projects; propose solutions to departmental problems.
  • Participate in the development and implementation of goals, objectives, policies, and priorities; recommend and implement resulting policies and procedures.
  • Identify opportunities for improving service delivery methods and procedures; identify resource needs; review with appropriate management staff; implement improvements.
  • Direct, coordinate and review the work plan for assigned CIP services; assign work activities and projects; monitor work flow; review and evaluate work products, methods and procedures; meet with staff to identify and resolve problems.
  • Provide staff support to the Environmental Planning Commission, Mayor and City Council; prepare staff reports and write legislation on CIP program goals and intent, policy issues and fund appropriations.
  • Review master plans, sector plans and facility plans for CIP input to City-wide processes.
  • Ensure compliance with adopted ordinances, plans, policies, schedules, budgets and approved contracts.
  • Compile data for and compose capital plan publications; conduct research regarding CIP issues.
  • Select, train, motivate and evaluate CIP personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures.
  • Participate in the development and administration of assigned budget; forecast funds needed for staffing, equipment, materials and supplies; monitor and approve expenditures; recommend adjustments as necessary.
  • Provide staff assistance to assigned supervisory or management staff; participate on a variety of committees; prepare and present staff reports and other correspondence as appropriate and necessary.
  • Coordinate CIP program activities with those of other City divisions and agencies, and outside agencies and organizations; coordinate and conduct public meetings.
  • Negotiate architectural and engineering contracts with outside contractors.

SUPPLEMENTAL FUNCTIONS:

  • Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of capital improvements.
  • Perform related duties and responsibilities as required.

Minimum Education, Experience And Additional Requirements

Education and experience directly related to the minimum requirements below may be interchangeable on a year for year basis.

Bachelors degree from an accredited college or university in construction management, engineering, architecture or landscape architecture, planning, and/or public administration; and

Six (6) years of managerial capital improvement project or planning experience; and

To include three (3) years of supervisory experience.

ADDITIONAL REQUIREMENTS:

Possession of a valid New Mexico Drivers License or the ability to obtain by date of hire.

Possession of a City Operators Permit (COP) within six (6) months from date of hire.

Working Conditions

Environmental:

Office and field environment; travel from site to site, exposure to computer screens; inclement weather conditions.

Physical:

Essential and supplemental functions may require maintaining physical condition necessary for walking, standing or sitting for prolonged periods of time; operating motorized vehicles.
