Job Summary

This position is located at SCHOOL AGE CARE CENTERS (SAC) at ALL MCB CAMPS, OKINAWA, JAPAN. Candidates selected for this position will serve as a CHILD AND YOUTH PROGRAM ASSISTANT.

SPECIAL NOTE - This position could be located at Camp Foster, Kinser, or Courtney/McTureous based on MCCS Management needs.

  • Child and Youth Program employment incentives:
  • Recruitment Incentive. Upon hire, all regular full-time and regular part-time CYP employees at MCCS Butler are eligible to receive a $500 recruitment incentive which will be disbursed no later than the second pay period of an employees hire date. This incentive will require a six-month employment commitment. If the employee resigns within the initial six-month period, the incentive payment will be recovered from the employee upon separation. This incentive will be monitored and administered by MCCS NAF Human Resources utilizing enclosure (1) and uploaded to Shared Services Center Japan (SSCJ) via the ConneXion software platform.
  • Retention Incentive. All regular full-time and regular part-time CYP Employees at MCCS Butler will receive an annual $500 retention incentive on the anniversary of their hire date into their CYP position. Employees who transfer from another MCCS location to a CYP position at MCCS Butler will receive the incentive payment on the anniversary of their initial hire date into MCCS Child and Youth Programs. This incentive will be monitored and administered by MCCS Family Care Branch utilizing enclosure (1) and uploaded to SSCJ via the ConneXion software platform.
  • Referral Incentive. All MCCS Butler employees in grades NF-03 (or equivalent grade) and below are eligible for a $100 incentive payment for any referral that results in the hire of a CYP employee at MCCS Butler. This incentive payment will be disbursed once the referred employee completes 180 days in their respective CYP position. The referring employee MUST be named as the referral source in the referred employees employment application in order to be considered for this incentive. No referrals will be considered retroactively (i.e., after the employment application is completed and submitted). This incentive will be monitored and administered by MCCS Family Care Branch utilizing enclosure (1) and uploaded to SSCJ via the ConneXion software platform.
  • Childcare Subsidy Incentive. All regular full-time and regular part-time CYP employees at MCCS Butler will receive a 100% childcare discount for the first child enrolled in a Child and Youth Program facility. In addition, CYP employees at MCCS Butler will receive a 50% discount for each subsequent child enrolled in a Child and Youth Program facility. This incentive will be monitored and administered by MCCS Family Care Branch.

Major Duties

JOB TITLE: Child and Youth Program Assistant

BUSINESS TITLE: Educational Aid

JOB SERIES: 1702 PAY LEVEL: CY-I/II (GSE2/3/4)

Introduction. Provides developmental care and instruction for children and youth (6 weeks-18 years) in CYP settings. Supports safe environments, age-appropriate activities, and inclusive care. Serves as a mandated reporter.

GSE-02 (Entry Level - CY-I) Provides basic developmental care and instruction for children and youth ages 6 weeks to 18 years in CYP settings. Duties are introductory and designed to build skills for advancement. Supports planned activities and routines under close guidance. Serves as a mandated reporter for suspected child abuse or neglect.

  • Assists with daily schedules, activities, and maintaining safe learning environments. Helps with play materials, routines, supervision, and meals/snacks.
  • Supports childrens developmental needs and positive interactions.
  • Cares for children with special needs following medical and individualized instructions.
  • Follows safety, health, and program regulations.
  • Meets training requirements and maintains CPR/First Aid.
  • Minimum age 18, HS diploma, able to lift 45 lbs, background checks/drug testing required.

GSE-03 (Intermediate - CY-I) Provides developmental care and instruction for children and youth ages 6 weeks to 18 years, applying basic knowledge gained through prior training or experience. Supports and helps lead age-appropriate activities as part of continued development toward higher-level roles. Serves as a mandated reporter for suspected child abuse or neglect.

  • Helps implement planned curriculum and may lead prepared activities.
  • Serves as a primary caregiver and supports safe indoor/outdoor environments.
  • Maintains professional interactions and provides parent feedback.
  • Ensures supervision, safety, and reporting requirements.
  • Supports inclusive programming and administers prescribed medications.
  • Assists with program evaluation, compliance, and documentation.
  • Requires 6+ months experience in group child/youth programs and completion of entry-level training or equivalent coursework.

GSE-04 (Target - CY-II) Leads and implements developmentally appropriate care, instruction, and daily programming for children and youth ages 6 weeks to 18 years. Plans and conducts activities, experiences, and field trips that support program goals. Demonstrates knowledge of applicable child abuse prevention and reporting laws and serves as a mandated reporter.

  • Role models appropriate practices and supports lower-level staff development.
  • Plans and leads daily curriculum, activities, assessments, and special events.
  • Documents developmental progress and communicates with families.
  • Creates safe, engaging environments and oversees health/safety standards.
  • Ensures program compliance, emergency response, and mandated reporting.
  • Supports care plans for children with disabilities and implements individualized strategies.
  • Requires 12+ months experience, advanced training/CDA/college credits, CPR/First Aid, and full background/drug-testing requirements.

Qualifications

MINIMUM QUALIFICATIONS:

  • This position has been identified as having regular contact with children under the age of 18. In accordance with Section 231 of the Crime Control Act of 1990 (Public Law 101-647 codified at 34 U.S.C. § 20351) and DoD Instruction 1402.05, favorably adjudicated background checks are required.
  • Position is subject to immunization requirements as a condition of employment for working with children and youth. Employee is required to obtain appropriate immunization against communicable diseases in accordance with recommendations from the Advisory committee on Immunization Practices (ACIP), which includes the influenza vaccine.
  • Must pass a pre-employment physical and subsequent physical, thereafter, provide evidence of immunization and be free from communicable disease.

GSE-02 (Entry Level ¿ CY-I)

  • Must complete all DoW and Service training requirements within the specified time including orientation, initial, and annual ongoing training requirements, and any required certifications.
  • Must maintain current CPR and First Aid certifications.
  • Be able to lift and carry children and objects up to 45lbs independently and over 45lbs with assistance.
  • Must be able to communicate effectively in English, both orally and in writing.
  • Must be at least 18 years of age and possess a high school diploma (or equivalent).
  • Prior experience working with children and/or youth preferred.

GSE-03 (Intermediate ¿ CY-I)

  • Must be 18 years of age and possess a high school diploma (or equivalent).
  • Must be able to communicate effectively in English, both orally and in writing.
  • Be able to lift and carry children and objects up to 45lbs independently and over 45lbs with assistance.
  • Minimum of six months experience working in a group program with children/youth. AND Completion of Entry Level DoW standardized training courses and requirements. OR Six (6) semester hours of college credit in early childhood, elementary, or secondary education; child and youth development, or special education.
  • Must complete all DoW and Service training requirements within the specified time including orientation, initial, and annual ongoing training requirements, and any required certifications.
  • Must maintain current CPR and First Aid certifications.

GSE-04 (Target ¿ CY-II)

  • Must be at least 18 years of age and possess a high school diploma (or equivalent).
  • Must be able to communicate effectively in English, both orally and in writing.
  • Minimum of 12 months experience working in group programs with children/youth as well as demonstrated knowledge in theories and principals of child/youth development.
  • Must be able to lift and carry children and objects up to 45lbs independently and over 45lbs with assistance.
  • Must possess: Completion of DoW standardized training courses. OR A Child Development Associate (CDA) credential or Military School-Age (MSA) credential. OR 12 semester hours of college credit in early childhood, elementary, or secondary education; child and youth development, or special education.
  • Must complete all DoW and Service training requirements within the specified time including orientation, initial, and annual ongoing training requirements, and any required certifications.
  • Must maintain current CPR and First Aid certifications.

Note: This position is identified as a Test Designated Position (TDP). The incumbent is subject to random drug testing because duties must be performed with a high level of productivity, reliability and judgment to prevent adversely affecting personnel safety, and causing risk/damage to government property, and/or significant adverse impact to day-to-day operations. A positive drug test, or failure to submit for testing, may become the basis for removal from this position.
