DESCRIPTION
The County of Yolo is recruiting to fill one (1) regular, full-time position in the class of Child Support Specialist I/II at the Colusa Sutter Yolo Regional Child Support Agency.
The Position
Under close supervision, applies procedures needed to collect current and delinquent child support payments and obtain court orders for support; performs child support fiscal and financial case preparation and management; other related duties as required. These procedures include determining the impact of additional public assistance and/or adjustments; preparing legal documents for establishment and/or modification of child support orders; and reviewing cases for changes in circumstances, accurate withholding orders, and compliance with child support and medical support enforcement.
Child Support Specialist I: This is the entry level in the Child Support Specialist Series. Incumbents work under close supervision performing duties similar to the Child Support Specialist II and are expected to demonstrate the ability to promote to the next higher level after successful completion of one (1) year of experience.
Child Support Specialist II: This is the journey level in the Child Support Specialist series. Incumbents are assigned routine and difficult cases and are expected to work independently with minimal supervision.

MINIMUM QUALIFICATIONS
Child Support Specialist I
Experience: One (1) year of clerical experience in a Child Support Agency; OR Two (2) years of experience performing investigation, collections, credit, or lending duties.
Child Support Specialist II
Experience: One (1) year of experience comparable to an entry level Child Support Specialist.
OR Two (2) years of experience in any capacity working with Child Support enforcement activities in any county in the State of California.
Special Requirement: Spanish-speaking skills may be desirable qualifications for some positions
Background Requirements
Incumbents in this class will have access to Federal Tax Information and are subject to confidentiality and safeguarding requirements of Internal Revenue Code 6103(p)(4). As such, an individual selected for this position is subject to a thorough background investigation as stipulated in Section 5.1.1 of Internal Revenue Service Publication 1075, which includes the following:
Background investigations are conducted upon hire and every ten (10) years of employment thereafter.
License: Some positions in this classification may require incumbents to possess and maintain a valid California drivers license, Class C or higher, to carry out job related duties. Knowledge of: interview methods and techniques used to effectively gain information from applicants; child support transactions, fiscal records and book keeping; forms, terminology and procedures used in collecting child support payments; forms, documents and procedures necessary for obtaining court orders; state, local laws and policies and procedures pertaining to the collection and enforcement of child support payments; skip tracing techniques; proper use of the English language, including spelling, punctuation and grammar; basic arithmetic.
Ability to: speak and write effectively; relate effectively with staff from other agencies and offices; negotiate effectively with attorneys and defendants regarding support settlements; prepare, maintain and reconcile fiscal and accounting records; deal effectively with applicant from a range of cultural and economic backgrounds; apply interview techniques, law, procedures and policies pertaining to child support collections; read and write at the high school level; collect skin tissue samples.

Acceptable forms of educational documentation are official or unofficial transcripts that list the students name, institution name, field of study and date the degree was awarded.
For recent graduates who have not received proof of their degree yet, a letter from the registrars office stating that all requirements for graduation have been met and listing the field of study will be sufficient proof of graduation.

Note: Foreign language documents must include a precise word-for-word English translation of all foreign language documents.
