Duties

TITLE: Chief School Business Official

Job Focus: To administer, direct, and supervise the business affairs of the school district under the authority delegated by the Superintendent in such a way as to provide the best possible educational services with the financial resources available.

Line of Supervision: Responsible to and evaluated by the Superintendent of Schools.

Duties and Responsibilities:

  1. Serves as the Chief School Business Official of the district.

  2. Assumes responsibility for an accounting procedure adequate to record in detail, all money and credit transactions.

  3. Supervises the collection, safekeeping, and distribution of all funds.

  4. Acts as advisor to the Superintendent and other District Administrators on the fiscal budget and all other business and financial questions.

  5. Compiles necessary statistical data for the preparation of the fiscal budget.

  6. Prepares and administers the fiscal budget.

  7. Arranges for the internal auditing of school/district accounts.

  8. Interprets business and financial programs, Board of Education policies, and administrative procedures to staff and the community at large.

  9. Attends all meetings of the Board of Education.

  10. Purchases major supply needs, materials, and equipment in keeping with the budget.

  11. Maintains an up-to-date inventory of district property.

  12. Prepares financial reports as required by state and federal agencies having jurisdiction over public school funds.

  13. Prepares and makes recommendations in developing the Tax Levy.

  14. Manages the district's insurance program.

  15. Monitors insurance requirements to make certain the district is adequately covered for all insurance needs.

  16. Provides and maintains a system of reporting incidents, which may involve the district's insurance carriers.

  17. Keeps the Superintendent informed of insurance cost, needs, and utilization.

  18. Serves as the Board of Education's fiscal analyst in the staff negotiations process.

  19. Manages the free and reduced price federal lunch program component.

  20. Acts as administrative liaison to the Finance Committee of the Board of Education.

  21. Serves on district committees as requested from time to time.

  22. Assists and participates in staff development activities and meetings as requested.

  23. Files necessary child abuse/neglect reports.

  24. Coordinates and prepares financial information necessary for Medicaid reimbursement.

  25. Prepares transportation and financial reports and purchase orders as necessary.

  26. Performs such other tasks and assumes such other responsibilities as the Superintendent assigns in accordance with Board of Education policies and administrative procedures.

Qualifications

Minimum Qualifications:

  1. Master's Degree in business and/or education and related financial experience;

  2. At least five (5) years of business and/or education and related financial experience;

  3. Illinois Professional Educator's License (PEL) with Chief School Business Official endorsement required, professional, and personal excellence as the Board of Education may specify.

Salary/Benefits

TERMS OF EMPLOYMENT: Twelve months per year (245 days) Salary and other benefits as established by the Board of Education.
