The LA County Board of Supervisors has unanimously ratified a Proclamation of Local Emergency in response to the windstorms and wildfires, including the Palisades and Eaton Fires, that have devastated communities across the County. We are looking for qualified and passionate individuals to assist the County in mobilizing resources and support needed to help our residents recover and rebuild. The Chief Executive Office is seeking qualified candidates to fill emergency Chief Program Specialist, CEO vacancies related to this unprecedented natural disaster.

Applicants will be processed on an as-received basis and those who meet the requirements may be hired on a temporary basis for up to 90 days.

Before the end of your temporary work period, you will undergo an assessment which consists of an evaluation of experience based upon your performance. This assessment will be weighted 100% and will evaluate your general ability to perform the job duties.

Those who successfully pass the assessment will be placed on a list for and considered for permanent appointment to Chief Program Specialist, CEO.

Essential Job Functions

  • Reviews the work of the Section related to emergency management services to ensure it meets standards and/or expectations and is in compliance with established Federal, State and County policies, practices, guidelines and timeframes.
  • Manages all solicitations and contract awards in response to Board motions relating to disaster recovery and associated studies, including Los Angeles Fires, under the authority granted by the Board's Omnibus Motion of January 27, 2025, Emergency Preparedness and Disaster Management Areas.
  • Works with Budget and Finance Section to ensure appropriate funding and budget requests are submitted for emergency management contracts.
  • Prepares guidelines, procedures, and standards to ensure conformance with County, State, and/or Federal requirements.
  • Conducts appropriate acquisition strategies, to obtain efficient and cost-effective contracted services.
  • Works with internal County stakeholders, and external stakeholders to execute all necessary contracts, amendments, memorandums of understanding, etc. to respond to disasters or provide regional continuity planning.
  • Acts as a subject matter expert, providing analysis and recommendations on complex issues related to contracting requirements.
  • Participates on the Fire Recovery Workgroup Team (FRWG). Reviews all departmental requests for utilizing the delegated authority granted under the Board's Omnibus Motion of January 27, 2025, and provides a recommendation on contracts-related matters

Requirements

SELECTION REQUIREMENTS: Three (3) years of experience analyzing and making recommendations for the solution of problems of organization, program, systems, budget, compensation, or personnel, at the level of Los Angeles County Class of Program Specialist IV, CEO* or higher.

LICENSE: A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

PHYSICAL CLASS: Physical Class II - Light: This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10 pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.

  • In the County of Los Angeles, experience at the level of Program Specialist IV, CEO is defined as analyzing and making recommendations for the solution of highly complex problems (e.g. Budget curtailments, Board referrals) in administration of organization-wide programs.
