POSITION SUMMARY:
The Chief Financial Officer (CFO) serves as the City's principal financial executive and strategic advisor to the City Manager, Mayor and Council. The CFO is responsible for directing all financial operations of the City, safeguarding public assets, ensuring compliance with federal, state, and local laws, and providing transparent financial reporting that supports informed policy decisions.
The CFO oversees accounting, budgeting, treasury management, payroll, purchasing, grants administration, debt management, financial reporting, annual audit coordination, and internal controls while leading continuous improvement initiatives across the organization.
The position ensures the City's long-term financial stability through sound fiscal management, risk mitigation, operational efficiency, and strategic planning.
KEY RESPONSIBILITIES:
- Direct all financial operations, including accounting, budgeting, treasury, payroll, accounts payable, financial reporting, and cash management.
- Prepare and administer the annual operating and capital budgets; monitor revenues, expenditures, and long-term financial forecasts.
- Oversee month-end and year-end close, annual financial statements, ACFR preparation, and compliance with GASB, GAAP, GFOA best practices, and all applicable federal and state reporting requirements.
- Serve as the primary liaison for the annual financial audit, Single Audit, and all external financial reviews.
- Establish, monitor, and strengthen internal controls, financial policies, procurement compliance, and risk management practices to safeguard City assets.
- Manage banking relationships, investments, debt service, restricted funds, and overall treasury operations.
- Oversee the City's financial systems, including Tyler ERP administration, user security, financial reporting, and process improvements.
- Supervise and develop Finance Department personnel while providing administrative oversight of the Customer Service Division and Warehouse Operations, ensuring efficient customer support, inventory management, procurement support, and internal service delivery.
- Advise the City Manager, Mayor & Council on financial strategy, fiscal policy, capital planning, economic development initiatives, and the financial impact of proposed programs and projects.
- Perform other related duties necessary to support the City's financial stability, operational efficiency, and long-term strategic objectives.
MINIMUM QUALIFICATIONS:
Bachelor's degree in Accounting, Finance, or a related field required; CPA preferred. Extensive experience in governmental accounting, budgeting, financial reporting, treasury management, internal controls, grants administration, and municipal finance, with demonstrated leadership and supervisory experience.
