The Fort Walton Beach Housing Authority (FWBHA) has been serving the Fort Walton Beach and Okaloosa County community since 1968. We provide safe, affordable housing and rental assistance to families, seniors, and veterans through programs such as Public Housing, Housing Choice Vouchers, and Veterans Affairs Supportive Housing (VASH). In addition, we own and operate two affordable housing communities, Sound Side Apartments (200 units) and Church Street Apartments (12 units), offering market-based rental options.

What We Are Looking For:
We are seeking an experienced and strategic Chief Financial Officer/Finance Director (CFO) to lead all financial operations of the Fort Walton Beach Housing Authority. This senior-level position directs accounting, reporting, budgeting, audits, payroll, benefits, and compliance, ensuring adherence to GAAP, GASB, IRS, and HUD requirements.
 
The CFO also ensures compliance with HUD’s updated Operating Subsidy reporting requirements (including SF-425, program income, cash balances, and forms HUD-52722/52723) and provides strategic financial guidance to the Executive Director and Board of Commissioners. The ideal candidate is a proven financial leader with deep knowledge of HUD programs, excellent communication skills, and the ability to mentor staff while maintaining the fiscal health of the Authority.
 
In this role, you will:
  • Direct and oversee all financial management, accounting, and reporting functions for FWBHA and its affiliated entities.
  • Ensure compliance with HUD, GAAP, GASB, IRS, and Authority policies.
  • Manage HUD-required financial reporting, including Operating Subsidy calculations, SF-425, UML, and exempt vacancies.
  • Lead budget preparation, revisions, and variance analysis in coordination with program managers.
  • Oversee audits, capital funds accounting, eLOCCS draws, and financial reconciliations.
  • Direct payroll, benefits, and workers’ compensation administration.
  • Supervise and mentor Finance Department staff.
  • Serve as the primary financial liaison to auditors, HUD, banks, insurance providers, and external partners.
  • Provide strategic guidance and training to senior management and staff.
  • Attend HUD trainings and professional conferences to maintain compliance knowledge.
 
What You Need:
·         Bachelor’s degree in Finance, Accounting, or Business Administration (CPA or advanced degree preferred).
·         5–7 years of progressively responsible financial management experience, including HUD program finance.
·         At least 3 years of supervisory/leadership experience.
·         Expertise in GAAP, GASB, financial reporting, audits, and HUD regulations.
·         Strong budgeting, forecasting, and investment management skills.
·         Proficiency in Microsoft Excel (advanced formulas, pivot tables), Word, Outlook, and accounting software (Emphasys preferred).
·         Excellent communication and leadership skills with a high level of discretion.
