Job Description

Position Title: Fiscal Officer Reports To: Superintendent Workdays: 240

Position Summary The Fiscal Officer serves as the chief financial administrator for the McIntosh County School System and is responsible for providing leadership, oversight, and management of all financial operations. This position ensures fiscal accountability, compliance with Georgia Department of Education (GaDOE) regulations, state and federal laws, and Board of Education policies.

Minimum Qualifications Education: • Bachelor's degree required; degree in Accounting, Finance, or a related field preferred

Experience: • Minimum of five (5) years of progressively responsible experience in accounting, finance, or office management • Experience in governmental or school system finance preferred

Knowledge, Skills, and Abilities • Knowledge of public-school finance, budgeting, and accounting practices in accordance with GaDOE requirements • Ability to interpret and apply federal, state, and local laws, rules, and regulations • Strong written and verbal communication skills • Proficiency in computer applications and modern office practices, including Microsoft Word and Excel • Strong organizational skills and attention to detail • Ability to manage multiple tasks, projects, and deadlines effectively • Ability to adapt to changing priorities and work effectively with frequent interruptions • Ability to work cooperatively and professionally with Board members, administrators, employees, auditors, and the public • Commitment to confidentiality and ethical financial practices

Essential Duties and Responsibilities

  1. Attend work regularly and punctually and perform assigned duties efficiently and effectively.
  2. Maintain a professional demeanor when interacting with the Board of Education, administrators, staff, and the public.
  3. Provide administrative direction and supervision of accounting, payroll, and purchasing operations.
  4. Prepare, analyze, and interpret financial statements and reports.
  5. Assist the Superintendent and administrative staff in the preparation, implementation, and monitoring of the annual school system budget.
  6. Prepare and present monthly financial reports to the Board of Education, Superintendent, and administrative staff.
  7. Prepare and submit reimbursement requests for state and federal grants in compliance with GaDOE and funding agency requirements.
  8. Prepare and submit annual financial reports to the Georgia Department of Education.
  9. Oversee monthly payroll processing to ensure accuracy and compliance with applicable laws and policies.
  10. Process and manage workers' compensation claims.
  11. Collect data and coordinate the submission of annual insurance bids.
  12. Prepare annual financial statements and submit required documentation to the Georgia Department of Audits.
  13. Coordinate and serve as the primary liaison for financial audits conducted by the Georgia Department of Audits.
  14. Monitor budgetary accounts and provide reports to appropriate staff to prevent overspending.
  15. Establish and maintain effective internal controls to safeguard school system assets.
  16. Manage cash flow, including revenue and expenditure projections, borrowing, and investment of funds in accordance with Board policy and state law.
  17. Maintain an internal auditing program for school-based financial records.
  18. Maintain general ledgers and financial records on an encumbrance basis.
  19. Review and approve purchase orders and vouchers to ensure expenditures comply with Board policy, approved budgets, and applicable regulations.
  20. Maintain strict confidentiality of financial and personnel information.
  21. Perform other duties assigned by the Superintendent.

Physical Demands • Prolonged periods of sitting, talking, and listening • Prolonged use of hands and arms for data entry and document handling • Ability to lift and/or move up to ten (10) pounds • Ability to perform work requiring sustained close visual attention

Evaluation Performance of this position shall be evaluated annually by the Superintendent in accordance with Board of Education policy.
