Position Description

General Overview

Under administrative direction; supervises engineering and administrative personnel; prepares reports on operations; plans for highway and bridge projects; responsible for the inspection of highways and bridge construction maintenance; represents and has the authority of the County Engineer in his absence or as otherwise requested. Performs other related duties as required.

Required Qualifications

Bachelor's Degree in Civil Engineering plus ten (10) to fifteen (15) years civil engineering experience in highway and bridge design and construction, government and public service, or equivalent combinations of training and/or experience. Must be a Registered Professional Engineer and Surveyor in the State of Ohio.

Knowledge, Skills, and Abilities

  • Comprehensive knowledge of departmental goals and objectives, management principles, employee training and development, personnel administration; ability to deal with any variables and determine specific action, interview job applicants effectively, communicate effectively in oral and written form, and maintain accurate records.
  • Comprehensive knowledge of road, bridge, and stormwater engineering, bridge, highway, and stormwater construction techniques and principles, including current Ohio Department of Transportation and Federal Highway Administration design, construction and contract procurement standards and policies, safety practices and procedures, blue-print, plats, and plans reading, engineering inspection techniques, knowledge of current Ohio laws, regulations, and policies regarding stormwater and drainage and the Ohio Environmental Protection Agency Municipal Separate Storm Sewer permit requirements; ability to prepare meaningful, concise and accurate reports, and use proper research methods in gathering data.
  • Comprehensive knowledge of public relations; ability to develop good rapport with government officials, employees, and public.

Job Duties

  • Supervises engineering and administrative personnel (e.g. plans, schedules, and assigns work; trains and evaluates employee work performance; interviews job applicants and recommends their hire; receives and adjusts employee grievances within agency guidelines; approves leave requests according to established policy; recommends commendation and discipline as necessary).
  • Conducts research and supervises the preparation of various reports (e.g. annual report, annual overall work program for highways and bridges); plans for highway and bridge projects; evaluates major equipment purchases; inspects major highway and bridge construction maintenance and reviews existing facilities and structures; plans, develops and executes highway safety program standards and policy.
  • Represents and has the authority of the County Engineer in his absence or as otherwise requested; acts as liaison with other county departments and political subdivisions.
  • May represent County Engineer in labor negotiations and assists Engineer's chief negotiator.

Work Hours: Monday - Friday 7:30 a.m. - 4:00 p.m.

Pre-Employment Drug Testing/Driving Record Check Required

Must possess a valid state of Ohio drivers license; Must be a Registered Professional Engineer and Surveyor in the State of Ohio; Must have 10-15 years experience in highway and bridge design and construction,

government and public service, or equivalent combination or training and/or experience.
