San Bernardino County is recruiting for a Chief Administrative Analyst to provide highly responsible financial, administrative, operational, and policy analysis in support of Finance and Administration and assigned County programs, departments, and initiatives. The Chief Administrative Analyst develops findings and recommendations; supports budget, fiscal, administrative, and business process decisions; coordinates assigned projects; partners with senior leadership, departmental leadership, and designees.
Duties may include, but are not limited to, the following:
Perform complex financial, budgetary, administrative, operational, and policy studies; analyze data, programs, processes, and resource needs; and develop findings, options, and recommendations for management and leadership consideration.
Support budget development, budget monitoring, fiscal planning, revenue and expenditure analysis, forecasting, capital planning, debt-related analysis, and other government finance activities as assigned.
Evaluate fiscal, administrative, and operational impacts of proposed actions, policies, programs, agreements, legislation, or organizational changes; identify risks, alternatives, and implementation considerations.
Prepare reports, agenda items, fiscal analyses, briefing materials, presentations, correspondence, policies, procedures, and other written products that clearly frame issues, options, recommendations, and impacts for leadership review.

Finance and Administration, within the County's Administrative Office, centralizes countywide financial management and oversight to ensure alignment with the priorities of the Board of Supervisors and the County Executive Officer in providing accurate and timely financial information and advising County departments on financial matters. Led by the Chief Financial Officer, this section is responsible for the preparation and administration of the County budget, including the development of the five-year forecast and the annual strategic plan; the administration and monitoring of the County general fund long-term debt portfolio, which includes both issuance and post-issuance activities; the annual fee and internal service rate review process; oversight and administration of the County's capital improvement program; and providing administrative support to the County's Law and Justice Group and Indigent Defense Program.
Minimum Requirements
Education: Bachelors degree in Public/Business Administration, Finance, Accounting, Behavioral/Social Science, or other relevant field.
AND
Experience: Four (4) years of experience in accounting and finance, with administrative oversight for financial analysis and advising management on budgetary and financial strategies and the development of financial plans. Experience must be comparable to an Administrative Analyst III or above.

The ideal candidate will possess the ability to work collaboratively with other departments and agencies and have a strong background in government budget, finance and grants management. Highly qualified candidates will also have strong leadership, research and analytical skills.
