    POSITION OVERVIEW: The Certified Recovery Residence Administrator (CRRA) is responsible for the overall administration, operation, safety, quality, and regulatory compliance of the recovery residence. The Administrator provides leadership and oversight to ensure the residence operates in accordance with applicable Florida laws and regulations, Florida recovery residence requirements, organizational policies, and established standards of ethical and recovery-oriented care.

    The CRRA serves as a leader, role model, and advocate for individuals in recovery. This position is responsible for creating and maintaining a safe, structured, supportive, and recovery-oriented living environment while promoting resident accountability, independence, community integration, and sustained recovery.

    The Administrator works collaboratively with multidisciplinary team to ensure continuity of care and a positive resident experience.

    KEY RESPONSIBILITIES:

    Recovery Residence Operations

    • Provide day-to-day administrative oversight of the recovery residence.
    • Ensure the residence maintains a safe, clean, structured, and recovery-supportive environment.
    • Establish and maintain consistent house expectations, resident responsibilities, and behavioral standards.
    • Ensure residents receive orientation to residence rules, expectations, rights, responsibilities, emergency procedures, and available recovery resources.
    • Meet individually with each incoming resident to review the welcome packet, complete the intake process, and provide personalized new-resident orientation.
    • Process new resident belongings for all admissions, including conducting property searches in accordance with house policy while respecting resident dignity and privacy.
    • Understand the principles of 12-Step and other recovery programs and how they apply to the substance use disorder recovery process.
    • Monitor the overall resident experience and promptly address concerns, complaints, conflicts, and grievances.
    • Promote an environment based on dignity, respect, accountability, peer support, and recovery.
    • Coordinate daily operations with the appropriate facility and organizational leadership.
    • Ensure adequate staffing and appropriate coverage for the residence.
    • Facilitate weekly house meetings with residents to reinforce expectations, encourage participation, and support a cohesive living environment.
    • Designate and clearly communicate residents' daily chore responsibilities.
    • Organize and conduct social and cultural activities that promote sobriety and community.
    • Coordinate transportation for resident outside functions related to the recovery plan.
    • Ensure maintenance requests and forms are reviewed and submitted within 48 hours of receipt.
    • Participate in emergency response and crisis management as required.

    Regulatory and Compliance Oversight

    • Maintain current knowledge of Florida laws, regulations, and standards applicable to recovery residences.
    • Ensure the residence operates in compliance with applicable Florida recovery residence certification requirements and organizational policies.
    • Maintain required licenses, certifications, permits, policies, procedures, and documentation.
    • Ensure required resident records and administrative documentation are complete, accurate, secure, and maintained appropriately.
    • Prepare the residence for regulatory inspections, certification reviews, audits, and organizational compliance reviews.
    • Participate in corrective action and performance improvement activities when deficiencies are identified.
    • Immediately escalate significant safety, compliance, abuse/neglect, medication, behavioral, or resident-rights concerns according to organizational policy and applicable law.
    • Maintain appropriate confidentiality and protect resident information in accordance with applicable privacy requirements.

    Resident Safety and Risk Management

    • Maintain a safe and recovery-oriented living environment.
    • Ensure established procedures are followed for emergencies, injuries, behavioral incidents, missing residents, suspected substance use, overdose, and other safety concerns.
    • Ensure staff understand emergency procedures and know when to activate emergency medical or behavioral-health services.
    • Monitor the residence for environmental and safety hazards and ensure corrective action is taken.
    • Coordinate with clinical and medical personnel when residents demonstrate a change in condition or require additional support.
    • Promote overdose prevention, naloxone availability, and other appropriate harm-reduction and recovery-support practices consistent with organizational policy.
    • Ensure appropriate incident reporting and follow-up.
    • Administer random drug and alcohol testing (e.g., urinalysis, breathalyzer) in accordance with house policy, where applicable.

    Financial Administration

    • Collect resident rent and program fees and maintain accurate ledgers of resident accounts.

    Staff Leadership and Supervision

    • Recruit, orient, train, supervise, and evaluate recovery residence staff as assigned.
    • Establish clear performance expectations and hold staff accountable for meeting those expectations.
    • Ensure employees complete required organizational, regulatory, safety, and recovery-related training.
    • Conduct regular staff meetings and communicate operational priorities effectively.
    • Address performance concerns promptly and in accordance with Human Resources policies.
    • Promote teamwork, professionalism, appropriate boundaries, and ethical conduct.
    • Develop staff competency in areas such as resident engagement, crisis response, recovery support, documentation, confidentiality, and emergency procedures.
    • Serve as a resource and mentor to recovery residence staff.

    Resident Accountability and Recovery Support

    • Establish a culture that balances accountability with compassion and respect.
    • Support residents in developing independent living skills and recovery-oriented goals.
    • Encourage participation in appropriate recovery support meetings, peer-support activities, community resources, employment, education, and other meaningful activities.
    • Promote resident responsibility for maintaining the residence and contributing positively to the recovery environment.
    • Address rule violations consistently, fairly, and in accordance with established policies.
    • Work with the treatment team and recovery support staff when a resident's behavior or recovery needs require additional intervention.
    • Support appropriate transition and discharge planning.

    Documentation and Record Management

    • Ensure timely and accurate completion of required administrative and resident documentation.
    • Maintain appropriate records related to admissions, orientation, resident agreements, incidents, inspections, grievances, medications when applicable, staff training, and other required activities.
    • Conduct routine audits of residence documentation to identify and correct deficiencies.
    • Conduct routine audits of daily temperature monitoring logs for all refrigerators and freezers to ensure compliance with regulatory and organizational standards.
    • Conduct routine audits of overnight bed-check logs to verify resident presence, safety, and adherence to program protocols.
    • Conduct routine audits of staff-managed and resident food storage areas to ensure removal of expired items and appropriate food safety and cleanliness practices.
    • Ensure records are maintained securely and confidentially.
    • Provide required documentation to organizational leadership and regulatory entities as appropriate.

    Quality Improvement

    • Participate in organizational Quality Assurance/Performance Improvement (QAPI) activities.
    • Monitor operational indicators, resident satisfaction, incidents, grievances, rule violations, discharges, and other relevant performance measures.
    • Identify opportunities to improve resident safety, engagement, retention, and outcomes.
    • Develop and implement corrective actions when performance or compliance concerns are identified.
    • Participate in audits, investigations, root-cause analyses, and performance improvement plans as assigned.

    Community and Recovery Network Development

    • Establish positive relationships with community recovery organizations, peer-support organizations, treatment providers, healthcare providers, employers, educational institutions, and other community resources.
    • Maintain a current resource network for residents.
    • Promote community integration and long-term recovery support.
    • Represent the organization professionally in community meetings and recovery-related events.
    • Develop relationships that support residents' transition toward independent living and sustained recovery.

    Collaboration With Treatment and Facility Leadership

    • Maintain effective communication with the Executive Director and organizational leadership.
    • Collaborate with Clinical, Nursing/Medical, Admissions, Alumni, Quality, Facilities, Human Resources, and other departments.
    • Participate in interdisciplinary meetings as appropriate.
    • Communicate resident concerns and operational issues promptly.
    • Support continuity of care between treatment services and recovery residence services.
    • Ensure residence operations align with the organization's mission, values, and standards.

    STATE SPECIFIC RESPONSIBILITIES (if applicable):

    SKILLS AND EDUCATION:

    Required

    • Current Certified Recovery Residence Administrator (CRRA) credential, as applicable to the position and Florida requirements.
    • High school diploma or equivalent required; associate's or bachelor's degree in behavioral health, social services, psychology, or a related field preferred.
    • Demonstrated experience working in recovery housing, behavioral health, substance use disorder treatment, peer recovery, or a related field.
    • Knowledge of recovery-oriented systems of care and the principles of recovery housing.
    • Demonstrated leadership and supervisory experience.
    • Strong communication, organizational, and problem-solving skills.
    • Ability to maintain professional boundaries and confidentiality.
    • Ability to respond effectively to emergencies and challenging resident situations.
    • Ability to work collaboratively with residents, families, staff, community partners, and organizational leadership.
    • Successful completion of required background screening and organizational requirements.
    • Valid Driver's license with acceptable MVR
    • Maintains eligibility to drive organizational vehicles in accordance with company policy.

    Preferred

    • Experience administering a recovery residence or similar residential program.
    • Minimum 3 years of experience working in recovery support, behavioral health, or residential services preferred.
    • Experience working within a substance use disorder treatment organization.
    • Knowledge of Florida behavioral-health and recovery-residence regulations and certification standards.
    • Experience with quality improvement, compliance, audits, or regulatory surveys.
    • Experience working with individuals with co-occurring behavioral-health and substance-use conditions.
    • CPR/First Aid certification.
    • Naloxone/overdose response training.

    WORK ENVIRONMENT: This position operates in a recovery living environment and involves regular interaction with patients/residents, staff, and other members of the care team. This role may require responding to resident needs, addressing day-to-day concerns, and maintaining a calm and professional presence in situations that may occasionally be stressful or unpredictable. The noise level in the work environment is generally moderate, with periods of increased activity depending on resident needs and daily operations.

    PHYSICAL DEMANDS: This role routinely uses standard office equipment, including computers, telephones, photocopiers, filing systems, and other administrative tools. The position requires the ability to sit, stand, walk, and move throughout the recovery living environment, as well as bend, stoop, reach, and navigate stairs as needed. The employee may occasionally be required to lift, carry, push, and pull supplies, equipment, household items, or other materials associated with daily operations and resident needs.

    The position may require extended periods of standing or walking and the ability to respond promptly to routine or unexpected situations within the recovery living environment.
