Job Description and Duties
The Department of General Services (DGS) serves as the business manager for the State of California, with more than 4,500 employees and a budget of approximately $1.4 billion. DGS provides a unique variety of services to state agencies, boards and commissions, including innovative procurement and acquisition solutions; creative real estate management and design; building maintenance and operations, environmentally friendly transportation, travel and meeting management; design, funding and construction oversight for the construction of safe schools, and the mission critical administrative functions supporting these essential services.
Under the general direction of the Deputy Director, Administration Division, the Chief Financial Officer (CFO) provides management and staff supervision of the Office of Fiscal Services, including Accounting, Contracted Fiscal Services, and Budgets through subordinate Career Executive Assignments (CEA's) and Manager II. The incumbent will serve as the Chief Financial Officer and assist the Deputy Director in all matters relating to the programmatic and administrative operations of the Office of Fiscal Services and will serve as a member of the Department's senior management team. This position may be eligible for telework in accordance with DGS's Telework Policy, and will be required to report to the office as needed/required. The successful candidate must reside in California upon appointment.

Applicants must demonstrate the ability to perform high administrative and policy - influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:
A) Knowledge of the organization and functions of California State government including the organization and practices of the Legislature and the Executive Branch; principles, practices and trends of public administration, organization and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; personnel management; the manager's role in labor relations; the manager's responsibility for promoting equal opportunity in hiring and employee development and promotion and for maintaining a work environment which is free of discrimination and harassment.
B) Ability to plan, organize and direct the work of multi-disciplinary professional and administrative staff; analyze administrative policies, organization, procedures and practices; integrate the activities of a diverse program to attain common goals; gain the confidence and support of top-level administrators and advise them on a wide range of administrative matters; develop cooperative working relationships with representatives of all levels of government, the public and the Legislative and Executive branches; analyze complex problems and recommend an effective course of action; prepare and review reports; effectively promote equal opportunity in employment and maintain a work environment that is free of discrimination and harassment.
These knowledge and abilities are expected to be obtained from the following kinds of experience with substantial participation in the formulation, operation and/or evaluation of program policies (experience may have been paid or volunteer; in State service, other government settings, or in a private organization):
CEA Level A - Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies.
CEA Level B - Responsible for extensive managerial and program administration or broad program manager experience with substantial participation in the formulation, operation, and/or evaluation of program policies.
CEA Level C - Responsible for extensive highly professional influence and contributes to program, policy, and the methods to provide professional services needed to set policies, to meet the mission of the State department and often exercising technical and or professional skills that are required at this level.
