Job Description and Duties

The Agency Information Officer (AIO), reports to the Deputy Secretary for Fiscal Policy and Administration. This position is responsible for overseeing the information technology functions and governance policy development within the agency. The incumbent has oversight responsibility for coordinating the activities of information technology (IT) offices throughout the agency, its constituent departments and interface partners. Under the direction of the Deputy Secretary the incumbent formulates, analyzes, revises, interprets, and evaluates business operations, operational programs, and IT resources for the agency and its constituents.

2) Detail a specific instance where you led a multi-million-dollar legacy system modernization or major enterprise cloud transition. What project management frameworks, risk mitigation strategies, and change management approaches did you employ to ensure business continuity, regulatory compliance, and on-time, on-budget delivery?

3) Describe your experience building high-performing, inclusive IT teams, managing state IT budgets (including FI$Cal oversight and BCP development), and leveraging vendor partnerships. How do you optimize resources and foster innovation during tight fiscal cycles or shifting state priorities?

4) Describe your experience managing high-value IT vendor contracts, negotiating enterprise agreements, and managing vendor performance. How do you structure contract oversight to hold vendors accountable, mitigate financial risk, and prevent scope creep during large-scale implementations?

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Demonstrated experience managing information technology portfolios and executing large information technology projects, including managing resources, contracts, and vendor management.
  • Demonstrated experience establishing and maintaining effective working relationships with internal and external groups (i.e., executive level management, system users, other state agencies, legislative staff, industry, local governments, etc.) that support the efficiency and effectiveness of information technology activities.
  • Demonstrated experience making policy recommendations on critical issues to organization leadership and coordinating efforts to implement those policies.
  • Demonstrated experience with technology assessment, evaluation, procurement, contracting, and modernization efforts.
  • Experience with and knowledge of IT networks, hardware, software, storage, project management, information security and privacy, and application development.

Examination Information

The examination process will consist of an evaluation of candidates' SOQ by a designated screening committee. The screening committee will use a predetermined evaluation criteria derived from the knowledge, skills, and abilities and desirable qualifications listed on this announcement. Candidates should ensure they are thorough when describing their experience relative to the areas described.

The SOQ may also serve as documentation of the candidate's abilities to present information clearly and concisely in writing, since this is a critical factor to successful job performance. The SOQ will be the only basis for the candidate's final score and rank on the eligible list. Candidates will be ranked competitively, and each candidate will be notified in writing of their examination results.
