    This position will have the opportunity for a hybrid schedule (a combination of in-office and remote workplace). Please note - equipment provisioning and certain onboarding tasks will take place in person, in our downtown Denver office, on the first day of employment.

    The Colorado Department of Early Childhood (CDEC) ensures the delivery of a comprehensive, community-informed, data-driven, high-quality, and equitable early childhood system that supports the care, education, and well-being of all Colorados young children, their families, and early childhood professionals in all settings. CDEC provides access to collaborative, coordinated, quality early childhood programs and support to children, families, and early care professionals in an effort to best prepare Coloradans for future success. CDEC works with many partners, including parents, schools, child care providers, Early Childhood Councils, counties, Community Centered Boards, early intervention service providers, family resources centers, county human services, county public health, businesses, community organizations, and other stakeholders to provide high-quality early childhood and family support programs.

    The purpose of the Colorado Child Care Assistance Program (CCCAP) is to provide eligible households with access to high-quality, affordable child care that supports healthy child development and school readiness while promoting household self-sufficiency and informed child care choices. CCCAP provides child care assistance to low-income families who are working, searching for employment, are in training or secondary-education programs, or are participating in the Colorado Works Program, or families that have an open child welfare case. Funding through CCCAP is intended to support low-income families who are working, searching for work, or in school while providing high-quality early learning opportunities for children 0-13 years of age in a variety of early childhood settings such as licensed child care centers, preschools, child care homes, and before and after-school programs.

    The Colorado Child Care Assistance Program (CCCAP) administers and monitors the Child Care Development Block Grant (CCDBG) subsidy statewide. The purpose of the CCCAP is to provide support for low-income working families by providing child care assistance and promoting quality early learning environments. The CCCAP is a state-supervised, county-administered program supported by the Child Care Automated Tracking System (CHATS). The CCCAP's goal is to build a child care subsidy program that is child-focused, family-friendly, and fair to providers. The priority of the CCCAP team is to provide counties with the guidance, support, training, and tools needed to administer the CCCAP at the county level.

    What you'll be doing:

    This position exists to support the Division and the Program Services Unit in implementing program integrity strategies and programmatic directives in the county administration of the CCCAP by providing statewide monitoring of the subsidy program to ensure compliance with applicable federal laws, state statutes, and CDEC regulations for the CCCAP, recommending county training needs and performance improvement initiatives, and managing corrective action measures based on guidance outlined in federal and state regulations, state statute, the State Plan, the MOU, CCCAP regulations to ensure the appropriateness of benefits and services delivered by the 64 county departments of social/human services. This position works alongside one other Social Services Specialist III position and the CM Team Lead to ensure accuracy and compliance with performance measures, regulations, and requirements as outlined above, and to align with CCCAP memos, operational manuals, and training consistently based on Division standards, the regulations outlined above, and CCCAP procedures. This position uses their knowledge of the CCCAP to provide policy and procedural guidance in conducting monitoring and compliance activities and overseeing county operations for adherence to applicable federal and state directives and applicable county policies regarding county eligibility determinations, providers, CHATS data entry, and fraud prevention and detection through county monitoring visits, case reviews, reviews of county-level reviews, and data reports. This knowledge is used to inform the training unit to provide informal technical assistance methods or the development of formal training curricula.

    Additional position duties include, but are not limited to:

    • Ensure counties administer CCCAP responsibly to ensure that statutory requirements are met and that adequate information regarding the use of public funds is provided while assuring these efforts are not a burden to families using the program.

    • Evaluate the internal controls established by counties and the results of county efforts to eliminate fraud, waste, and abuse.

    • Monitor county review processes to ensure internal controls follow CCCAP regulations and guidelines, align with CCCAP review standards and expectations, and meet the expected assurances identified in the county-level case review process.

    • Tracks county compliance based on performance indicators through data analysis and reports to monitor county performance and identify areas of non-compliance or high risk.

    • Utilizes data to make informed recommendations to the CCCAP CM Team Lead, CCCAP Program Services Unit Manager, and CCCAP leadership regarding county compliance, performance, and associated risk.

    • Monitors county compliance with CCCAP requirements by ensuring errors identified through audits, internal reviews (including quality assurance and monitoring), and county-level reviews are addressed and resolved in a timely manner, and ensures actions are taken to prevent the recurrence of errors.

    • Manages tracking and resolution of errors for assigned counties to ensure areas of non-compliance are addressed in a timely manner and meet the requirements of the Program

    • Provides technical assistance to county staff regarding implementation of the CCCAP state and federal statute, rules and regulations, and best practices for county operations;

    • Delivers technical assistance or training using the CHATS Help Desk, email, telephone, in person meetings, webinars, or the creation of manuals and desk aids;

    • Coordinates with the division training and instructional design team to develop training in response to recurring or frequent technical assistance needs;

    • Communicates with county staff and CCCAP administrators to share information on applying rules and policy consistently;

    • Manages schedule and deadlines, including monitoring calendars to review reports, scheduling appropriate meetings and follow-up related to county monitoring visits, and other monitoring efforts;

    • Completes monitoring activities, including county visits, to investigate county practices to ensure issues, problems, or violations are not occurring, or to expose problems and violations that were not previously known, and communicates outcomes verbally or in writing to the CCCAP CM Team Lead or Program Services Unit Manager and others as needed;

    • Recommends actions to be taken to correct problems and violations when discovered and monitors adoption of recommendations to ensure future compliance;

    • Other duties as assigned

    MINIMUM QUALIFICATIONS:

    Experience Only: Six (6) years of relevant experience in an occupation related to Human Services, Social Services, Early Childhood programs, and/or Quality Assurance of these programs. Must have at least two (2) years of experience in a public benefit assistance program.

    OR,

    Education and Experience: A combination of related education and/or relevant experience in an occupation related to Human Services, Social Services, Early Childhood programs, and/or Quality Assurance of these programs, AND two (2) years of experience in a public benefit assistance program. A total of seven (6) years of experience and educational credits combined.

    • Knowledge of CHATS and ATS systems
    • Understanding of and ability to use Google functionality, including Gmail, Sheets, Docs, and Slides.
    • Experience with conducting monitoring activities and/or responding to audit findings or reviews for a public assistance program, preferably the Colorado Child Care Assistance Program

    Highly Desired

    • Experience working with the Colorado Child Care Assistance Program (CCCAP) OR another benefit assistance program
    • Experience researching, analyzing, and interpreting data from multiple sources to form a conclusion and identify recommendations to address violations of policy/procedure.
    • Experience providing technical assistance and/or training to multiple stakeholders in a variety of settings to address concerns and/or violations of policy.
    • Experience documenting program violations and translating them into recommendations and action plans based on program policies and regulations.
