About the Unit:
The Colorado Benefits Eligibility and Enrollment Systems team (CoBEES) team manages the technology that is used to deliver human services programs for the people of Colorado, including food, cash, and medical assistance. This includes the Colorado Benefits Management System (CBMS) for benefits case processing and management, PEAK (the public facing application people use to sign up for benefits), and products under the Joint Agency Interoperability (JAI) program. Colorado has a long history of being a leader in the innovative use of technology to provide support services to those in need.
Description of Job
This position is hybrid, with at least two (2) days are required and as determined by business need at the office located at 303 E 17th Ave, Denver 80203.
The role may involve travel within the state for meetings and community engagement activities.
About this Position:
CBMS is the largest technology system in the State of Colorado, used to administer benefits such as Medicaid, SNAP, and TANF, helping people get access to food, healthcare, and other critical supports. This role leads strategic planning for the system, supports program priorities and technology improvement initiatives, manages day-to-day operations, manages vendors, and promotes process improvements that drive early alignment across program areas while mitigating risks. Additionally, this position guides organizational and system transitions, bridging current operations with future-state solutions in support of statewide IT modernization goals. This position must demonstrate excellent leadership, stakeholder engagement, communication, and problem-solving skills and provide outstanding customer service to the programs, county workers, and people of Colorado who depend on CBMS.
This position is a key member of the CoBEES leadership team and a second-line supervisor responsible for overseeing supervisors and/or team leads supporting operational, programmatic, and project-based work. Supervisory responsibilities include workforce planning, performance management, coaching, resource allocation, and ensuring alignment with organizational goals and priorities.
This position has combined accountability to the Colorado Department of Human Services (CDHS) and Colorado Department of Health Care Policy and Financing (HCPF) for the successful day-to-day management of CBMS. While the position is housed in CDHS, there is a dotted line reporting to HCPF as well.
Primary job duties:
Strategy, Planning, and Stakeholder Engagement. Leads strategic planning, stakeholder engagement, governance, and organizational change efforts for CBMS by coordinating cross-functional initiatives, driving system and process improvements, and aligning operational priorities with departmental and statewide technology goals to improve efficiency and service delivery.
Vendor and Contract Management. Leads vendor oversight, contract compliance, governance, and continuous improvement efforts by managing vendor performance, resolving operational issues, supporting compliance initiatives, and ensuring alignment with organizational, security, and technology standards.
Project and Portfolio Coordination. Directly supervises operational teams and provides portfolio-level coordination and governance for CBMS initiatives by managing project intake, prioritization, sequencing, governance activities, and release readiness to ensure alignment, transparency, and effective execution across programs.
Budget, Resource, and Workforce Management. Manages budget, workforce planning, and resource allocation for CBMS by overseeing funding, staffing strategies, and contracting activities to ensure operational needs are met and program objectives are supported within financial and procurement constraints.
Other Duties as Assigned. Performs additional duties as assigned in support of CoBEES leadership priorities and participates as a member of the leadership team to address emerging operational, strategic, and organizational needs.

Experience with project management, Agile, Lean, ITIL, or continuous improvement methodologies.
Experience leading operational modernization, business transformation, or system improvement initiatives.
Experience developing governance processes, performance measures, or operational standards.
Experience managing vendors or external service providers, contracts, and deliverables and improving service delivery performance.
