    Position Summary

    The Capture Manager is responsible for leading and executing capture strategies for strategic business opportunities across civilian federal agencies, Department of Defense (DoD) organizations, and select commercial markets. This role oversees the entire capture lifecycle, from opportunity identification and qualification through proposal submission and contract award.

    The Capture Manager serves as a key bridge between business development, sales, solutions engineering, pricing, contracts, operations, and executive leadership. The ideal candidate is comfortable engaging with customers, attending sales and strategy meetings, presenting opportunity status to leadership, and developing winning approaches that position Granite Telecommunications for long-term growth.

    Key Responsibilities

    • Develop and manage capture plans, win strategies, and opportunity roadmaps.
    • Attend customer meetings, sales meetings, industry events, and partner engagements to support opportunity development.
    • Collaborate with Account Executives, Federal Sales Executives, Proposal Managers, Solutions Engineers, and leadership throughout the capture process.
    • Conduct opportunity qualification, stakeholder analysis, competitive assessments, and market research.
    • Facilitate solution development efforts with technical and operational teams.
    • Support proposal development activities including storyboards, themes, discriminators, and content reviews.
    • Track capture milestones, schedules, risks, and action items.
    • Present capture updates, recommendations, and forecasts to senior leadership.
    • Maintain opportunity data and documentation within CRM and pipeline management tools.

    Required Qualifications

    • Bachelor's degree in Business, Marketing, Communications, Political Science, Engineering, or related field; or equivalent military experience.
    • Experience supporting opportunity pursuits within federal civilian agencies and/or Department of Defense organizations.
    • Understanding of government procurement and acquisition processes.
    • Experience managing opportunities throughout the full capture lifecycle.
    • Familiarity with FAR, DFARS, and federal procurement regulations.
    • Ability to coordinate cross-functional stakeholders and drive initiatives to completion.
    • Strong organizational, analytical, and project management skills.
    • Excellent verbal, written, and presentation skills.
    • Comfortable interacting with customers, senior executives, sales teams, and external partners.
    • Ability to attend and actively participate in customer, partner, and sales meetings.
    • Proficiency with Microsoft Office applications and CRM systems.

    Preferred Qualifications

    • 3+ years of capture management, business development, federal sales, government contracting, proposal management, or related experience.
    • Experience within telecommunications, managed services, cloud solutions, technology services, network infrastructure, or related industries.
    • Formal Capture Management training or certification.
    • Experience with Shipley or similar capture methodologies.
    • Advanced proficiency with Microsoft Office Suite, including Word, Excel, PowerPoint, Teams, Outlook, and SharePoint.
    • Experience utilizing Adobe Acrobat Pro for proposal production, document management, collaborative reviews, and final submission preparation.
    • Experience with CRM, opportunity management, and proposal development platforms.
    • Military service or prior experience supporting military customers is a plus
