Position Description

Seattle City Light, a department of the City of Seattle, is one of the nation's largest municipally owned utilities in terms of number of customers served. Over the years we have worked very hard to keep Seattles electricity affordable, reliable, and environmentally sound. Today, City Light is a recognized national leader in energy efficiency and environmental stewardship.

Seattle City Light's Project Delivery Division is currently seeking a Capital Projects Coordinator to work in Strategic Capital Programs.

Project Managers within Strategic Capital Programs drive major capital investments to the utility's infrastructure and facilities, from early conceptto final delivery and closeout. Strategic Capital Programs manage challenging and complex projects, including at Seattle City Light's Seattle area buildings and service centers, substations, and various other facilities, as well as three hydropower facilities located in the beautiful scenic Cascade mountains and at Boundary Dam in northeastern Washington.

This position will report to the Workplace Logistics Project Management Supervisor.

Job Responsibilities

Project Managers in Strategic Capital Programs are expected to "Take Action to Safely Deliver Projects" from early conception to ultimate delivery. Assigned Projects could include Substation Transformer Replacement Program, City Light Facilities Replacements and Upgrades, City Light Security Projects, City Light and Interdepartmental Fleet Electrification, Grid Modernization Projects, Pole Replacement Program projects, potential projects at City Light's Hydropower Facilities, and many more. This position may support preparation of long-term strategic capital improvement plans. Project Managers lead teams and work closely with field units, engineering, environmental, finance, and management personnel to coordinate planning, design, construction, and close out phases. Project Managers also interact with other City Departments, City Light executives, consultants, contractors, and the public to plan, communicate, and coordinate work. A successful applicant will be responsible for development of scopes of work, cost estimates, budgets, contracting, schedule, tracking, reporting, and meeting project plans to achieve ultimate customer service and project delivery for assigned projects and programs.

• Lead interdisciplinary project teams with expertise to achieve project goals.
• Lead efforts to determine project objectives, scope, roles, and responsibilities.
• Negotiate and administer various types of contracts including consultant, purchase, construction contracts and interdepartmental agreements in compliance with all City procurement rules.
• Coordinate design reviews at appropriate project milestones.
• Ensure all projects have appropriate environmental reviews and permits.
• Ensure all projects comply with safety codes and policies.
• Develop and maintain project schedules for planning, design, procurement, and construction phases.
• Develop contract/project specifications and negotiate contracts for design and construction of projects.
• Develop staffing plans for projects based on crew or contractor availability.
• Establish, monitor, and report on project budgets.
• Work closely with stakeholders to ensure projects meet their needs.
• Ensure projects are closed out and transitioned to stakeholders responsible for operations and maintenance.
• Contribute to periodic meetings and reports.
• Occasionally travel to remote operations sites as needed to effectively accomplish projects

Qualifications

Required Qualifications:

In addition to the skills and experience mentioned below, a successful applicant will have experience that reflects a commitment to creating fair and equitable outcomes and has:

Education / Experience: Requires a minimum of three (3) years project or construction management or related experience and a Bachelor Degree in Architecture, Engineering, Business Administration, Urban Planning or related field (or a combination of education and experience which provides an equivalent background required to perform the work of the class).

Desired Qualifications - You will be successful if you have the following experience, skills, and abilities:

• ·Project Management Professional (PMP)and/or Certified Construction Manager (CCM) certification.
• ·Experience in developing and updating Project Management Framework documents such as Project Charters, Project Plans and Project Status Reports.
• ·Experience managing projects and contracts in the public sector.
• ·Experience working on environmentally sensitive projects.
• ·Ability to demonstrate excellent verbal and written communication skills.
• ·Ability to communicate effectively with a diverse workforce, including skilled crafts, contractors, consultants, customers, and regulatory agency personnel.
• ·History successfully leading teams toward a common goal.
• ·Experience in understanding and applying federal/state regulatory processes and procedures, including environmental regulations.
• ·Excellent time management skills.
• ·Proven ability to successfully move several projects forward at the same time.
• ·Proficiency in Microsoft Office applications (Word, Excel, PowerPoint)
• ·Experience with Microsoft Project or similar scheduling software
• ·Experience in Bluebeam or Adobe.
• ·Proven ability to understand, promote and implement construction safety rules and a safety-first ethic on every project.

Additional Information

The full salary range for this position is $55.96 to $65.41 per hour.
