IntroductionThe Maryland Department of General Services (DGS) supports State and local government agencies, local non‑profit organizations, and citizens of Maryland by providing facilities management, real estate and surplus property services, security and law enforcement for state buildings. DGS also manages a full spectrum of facilities, engineering, design and construction services and oversees the state procurement process.Grade19Location of PositionDGS Office of Design Construction and Energy301 W. Preston StreetBaltimore, MD 21201Main Purpose of the JobThis position supports the DGS Facility Engineering Division and directs and coordinates facility engineering work within a statewide maintenance and repair program. The role involves inspection, design and repair of systems and utilities related to the maintenance of state‑owned buildings and grounds. The position identifies, prioritizes and monitors maintenance and repair of state facilities in accordance with state policies and standards. It utilizes funds to prevent deterioration and avert potentially life‑threatening conditions across multiple agencies, including DGS, MDH, Vet, Milit, DJS, DPSCS, HSMCC, DLLR, MDA, MDE, MDP, MEMA, MPT and MSP, as well as the MD School for the Deaf. Travel to sites throughout the state is required to assess conditions and determine necessary projects and prioritization.Position DutiesInternal Construction Document Design – evaluates program letters and project justification provided by facilities, creates bid documents with specifications and project manuals, assembles bid documents, submits for solicitation, and manages projects through the bid process, construction, and substantial completion. Completes all appropriate documentation associated with the project.Contract Approval/Construction – prepares agenda items for contract approval under MD Procurement Regulations, manages and coordinates projects with the using agency and DGS Construction Division during construction to assure compliance with specifications, develops and manages all approved emergency projects, and approves changes as necessary.Procurement Actions – prepares bidding documents incorporating the A/E construction design into the DGS procurement package, coordinates advertising dates, pre‑bid dates, and bid dates with the DGS Procurement Office and using agency, and submits the package for procurement.Professional Services Creation – manages the A/E design contract to coordinate A/E and using agency, obtains a design that matches justification and meets industry standards, evaluates and requests changes on A/E submittals, conducts CD review meetings, and approves estimates prepared by A/E.Design or A/E Selection, Negotiation and Management – evaluates program letters and project justification to determine the need for professional A/E services, involves the using agency throughout the selection and design process, negotiates A/E fees and obtains procurement approval as required.Meetings & Miscellaneous – attends meetings, resolves issues, provides project management insight, processes invoices in accordance with regulations, and reviews and approves documentation as necessary.Minimum Qualifications• Six years of experience, including two years as an engineer in the building construction, renovation or maintenance fields and an additional four years of experience performing maintenance or construction engineering work in facility and maintenance system work.Substitution optionsPossession of a Bachelor's degree in engineering from an accredited college or university and two years of experience as an engineer in the building construction, renovation or maintenance fields.U.S. Armed Forces military service experience as a commissioned officer in Civil Engineer Corps classifications or Construction Engineering Technician, or Civil or Combat Engineering specialty codes in the Engineering field of work on a year‑for‑year basis.Selective QualificationsTwo (2) years of experience in construction project management, construction cost estimation, project cost analysis, preparing cost estimates, preparing project specification and evaluating A/E schedules, estimates and project scope.Desired or Preferred QualificationsTwo (2) years of experience in capital budgeting.Two (2) years of experience developing rough order of magnitude estimates.Two (2) years of experience reviewing A/E prepared estimates.Two (2) years of experience providing cost‑related technical review comments on project plans and documents.Limitations on SelectionThis recruitment is limited to candidates willing to accept employment on a contractual basis.Licenses, Registrations and CertificationsEmployees may be required to operate a motor vehicle; a valid Maryland motor vehicle operator's license is required for duties that involve driving.Special RequirementsEmployees may be required to carry an electronic paging device or provide a reliable telephone number for contact.BenefitsContractual employees who work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents under the State Employee and Retiree Health and Welfare Benefits Program. Employees pay 25% of the premium for medical and prescription coverage; the state subsidizes the remaining 75%. Optional benefits include dental coverage, accidental death and dismemberment insurance, and life insurance, for which the employee is responsible for the full premium.
