Position Profile
Provides oversight of civil rights compliance procedures, complaint resolution processes, and institutional equity/accessibility initiatives. This role manages formal investigations, supports informal resolution pathways, and ensures procedural integrity across training, equal opportunity and fair hiring practices, and internal audits. The Associate Director collaborates with internal and external stakeholders to uphold legal and procedural standards and contributes to strategic compliance reporting in accordance with CSCU Policies 4.13. This role will assist in overseeing the collection of data drafting and review of the Affirmative Action Plan.
Knowledge, Skills and Abilities
Title IX, Complaint Resolution, and Investigations
- Assist in the intake and evaluation of reports to determine whether allegations meet the definition of Title IX sexual harassment and whether the institution has actual knowledge and jurisdiction under Title IX
- Conduct prompt, equitable, and impartial investigations of reports/complaints alleging sexual harassment as defined under Title IX (including quid pro quo harassment, hostile environment, sexual assault, dating violence, domestic violence, and stalking).
- Support the Title IX Coordinator in implementing grievance procedures that treat complainants and respondents equitably, including avoiding bias or conflicts of interest as required under federal regulations.
- Conduct objective evaluations of all relevant evidence, including inculpatory and exculpatory evidence, without making credibility determinations based on a person's status as complainant, respondent or witness.
- Provide written notice of allegations to involved parties, outlining the allegations, applicable policies, presumption of non-responsibility, and rights under the grievance process, consistent with regulatory
- Conduct thorough interviews of complainants, respondents, and witnesses, ensuring each party has an equal opportunity to present evidence and identify witnesses, as required by Title IX grievance procedures.
- Ensure the parties have equal opportunity to inspect and review evidence directly related to the allegations prior to completion of the investigative report.
- Prepare investigative reports that fairly summarize relevant evidence, consistent with regulatory requirements, for review by parties and decision-makers.
- Apply the institution's designated standard of evidence (e.g., preponderance of the evidence) consistently and in accordance with policy.
- Maintain compliance with requirements prohibiting retaliation and ensure all parties are informed of protections against retaliation under Title IX.
- Incorporate trauma-informed and impartial investigative practices while ensuring due process protection and maintaining a neutral role throughout the investigation.
- Coordinate with the Title IX Coordinator to ensure timely resolution of complaints, including tracking and adhering to reasonably prompt timeframes established by policy.
- Maintain confidential and secure records of investigations in compliance with Title IX recordkeeping requirements, including retention of records for a minimum period (e.g., seven years under prior regulations).
- Collaborate, as appropriate, with Human Resources, law enforcement, and other institutional offices when allegations implicate overlapping policies or legal standards, while ensuring compliance with Title IX
- Serve as primary informal resolution coordinator for reports/complaints involving allegations of discrimination, harassment, and other civil rights violations.
- Coordinate with the Director of Regulatory Affairs, and other stakeholders to determine appropriate resolution pathways, including informal resolution options such as mediation or facilitated
- Provide consultative support to hearing panels and decision-makers, including preparation of case summaries and procedural guidance.
- Creates relevant and culturally competent informational materials for the campus community, including Title IX (and other civil rights) policies, procedures, and resources, and works with campus partners to ensure Title IX (and other civil rights) policies and procedures are communicated throughout the campus community.
- May serve as decorum officer for investigatory
- Ensure reasonable supportive measures for complainants and respondents are made available throughout the resolution process, ensuring equitable access to institutional programs and services.
- Maintain accurate and secure case records in accordance with data privacy and retention
- Identify trends and procedural gaps through case analysis and contribute to continuous improvement of complaint resolution protocols.
Internal Auditing, Compliance & Reporting
- Ensure compliance with policies and procedures for handling complaints of discrimination and sexual harassment, with a particular emphasis on the confidentiality and security of all related data.
- Support internal compliance audits and contribute to institutional reporting requirements, ensuring all data used in reports is accurate, complete, and securely handled.
- Assist in preparing state/federal reports (e.g., annual reports for internal and external stakeholders, g., PA 14-11 compliance, Title IX, OCR audits), ensuring all data is validated and protected throughout the process.

- Lead internal civil rights compliance audits related to the complaint resolution process, data systems, and search compliance, and contribute to institutional reporting requirements.
- Collaborate and partner with HR, legal, compliance, ORA staff to ensure alignment with state and federal regulations and identify proactive solutions to mitigate compliance risk and improve institutional equity.
Training & Learning Management System (LMS) Oversight
- Co-lead LMS management and enrollment tracking for mandated compliance, Title IX and civil rights training
- Participate in the development and facilitation of required training, g. diversity training and Title IX, as mandated by Title IX regulations and Connecticut General Statutes.
Recruitment and Search Committee Support
- Provide support for search process
- Manage search committee operations, provide guidance regarding appropriate search and selection techniques and compliance with contracts, policy, hiring and promotional goals and the good faith efforts that are reported in the Affirmative Action Plans.
- Meets with each search committee to communicate goals of the current Affirmative Action Plan; monitor committee activities according to the hiring policy and Work closely with the search committees to document the entire search process for compliance with State and Federal laws and regulations.

Education:
All applicants must possess a bachelor's degree from an accredited institution.
Experience and Training
- Minimum of five (5) years of professional experience in civil rights compliance, investigations, case management, or related work in Title IX, Equal Opportunity, Human Resources, or regulatory affairs.
- Demonstrated experience conducting or supporting civil rights or Title IX investigations in compliance with federal and state regulations, including Title IX, Title VII, and related anti-discrimination laws.
- Working knowledge of Title IX regulatory requirements, including grievance procedures, evidentiary standards, and due process obligations.
- Experience handling highly confidential and sensitive information, with a proven ability to maintain discretion and data integrity.
- Strong analytical, investigative, and report-writing skills, including the ability to synthesize complex information into clear, well-supported findings.
- Proficiency with case management systems and/or data tracking
- Must possess excellent oral and written communication skills along with strong Information technology literacy skills such as Microsoft Office (Word, Excel, Outlook, Teams etc.)
- Must possess proven ability to effectively work with a culturally, linguistically, and ethnically diverse faculty, staff, and students.

Incumbents are expected to work in an office setting as well as conduct University business both on and off campus during both normal and evening hours including weekends. The work involves extensive use of personal computers, but does not, normally, involve any significant physical effort. Compensation and Employee Benefits
The Associate Director is compensated at the Manager 2 salary level in accordance with CSCU Human Resources Policies for Management and Confidential Professional Personnel. The salary range for the Manager 2 is $106,523 to $159,783. Salary will commensurate on education, experience, and funding.
