    The Idaho Department of Water Resources (IDWR) has an opening for a Senior Buyer located at IDWR's State Office in downtown Boise, Idaho. This position's primary role is to research and perform value analysis on products, services, and equipment; purchase supplies, services, material, and equipment; prepare and issue bidding documents; and perform related work.

    Example of Duties:

    • Determines product, equipment, and service requirements
    • Determines methods of acquisition
    • Prepares specifications, selects vendors, and requests written bids/telephone quotes on purchases within delegated authority
    • Reviews and evaluates bids, records bid information including vendor price, payment terms, delivery, and issues awards
    • Prepares bid and RFPs that may include value analysis, life cycle costing, and weighted value procedures for purchases that are processed through the Division of Purchasing
    • Advises users about product, service availability, and specification preparation
    • Advises users about policies and procedures and legal requirements established for procurement
    • Resolves vendor-user conflicts
    • May obtain and issue emergency purchase authorizations
    • Conducts research and request information to identify products, services, and equipment for potential department use
    • May attend trade shows
    • Meets with vendors to receive product and service information
    • Analyzes quality, price, source of supply, delivery date, shipping charges, and product cost
    • Performs life cycle costing, including analyzing equipment long-term maintenance and expense to determine the residual value and related operating expense
    • Verifies, updates, and reconciles inventory information using a computerized records system
    • Performs physical inventory and reconciles records
    • Schedule preventive maintenance as needed for department vehicles
    • Maintain vehicle records such as: mileage logs, fuel purchases, maintenance schedules, and repairs (needed/completed).

    Minimum Qualifications:

    Some knowledge of:

    • Life-cycle costing principles

    Experience:

    • Performing detailed review of RFQ, RFP, purchasing invoices, purchase orders, formal bids, contracts, and requisitions to ensure conformance with policies and procedures
    • Preparing, evaluating, and completing specifications for products and services
    • Interpreting and applying public/governmental/private purchasing procedures

    Desired Qualifications:

    • A valid driver's license
    • Physical ability (with or without reasonable accommodation) to lift and carry objects weighing up to 50 pounds
    • Customer service experience with demonstrated ability to listen, communicate clearly, and problem-solve

    Knowledge of:

    • Idaho traffic safety laws; safe driving practices; vehicle service and preventive maintenance requirements
