    Description

    Provide a short description of the Position:
    The candidate will serve as a Business Analyst in the Program Optimization Support and Transformation (POST) bureau to support the New York State and Local Retirement System (NYSLRS) PeopleSoft system functional areas and bureau users.

    Provide a list of the day-to-day tasks to be performed by the Selected Candidate:
    Daily tasks include, but are not limited to the following:

    • Work with stakeholders to support existing business processes and system components.
    • Document and categorize existing business processes.
    • Work directly with operational bureau managers and staff in order to design and implement timely and effective solutions required to maintain existing and new functionality.
    • Compose and review business system documentation.
    • Validate requirements throughout the business analysis process.
    • Assist with the communication of business process and system requirements to IT staff and other stakeholders.
    • Review and analyze business process deficiencies requiring resolution during or after implementation.
    • Participate in SIT and UAT testing to ensure functionality is working properly.
    • Develop and execute test plans, scripts, and cases.
    • Work with stakeholders to design and develop deployment plans that allow for the effective and efficient implementation of all new business process and system components.
    • Facilitate the execution of deployment plans.
    • Work with business and technical staff to analyze any problems identified during the deployment process and develop solutions that effectively address those problems.
    • Work directly with operational bureau managers and staff in order to facilitate, coordinate and complete the numerous activities required as business owners of the Deployment Phase of the System Development Life Cycle.

    60 - 84 months: Candidate is able to work independently, without assistance and provides guidance to others. May have an advanced education.

    Position Requested Qualifications (Per Attachment 7, Section 1.2.5)

    • 72 months of business analysis experience in a PeopleSoft environment in each of at least five of the following knowledge areas (as defined by the International Institute of Business Analysis' "A Guide to the Business Analysis Body of Knowledge {BABOK Guide} ): business analysis planning and monitoring; elicitation and collaboration; requirements life cycle management; strategy analysis; requirements analysis and design definition; solution evaluation
    • 72 months of experience in reading and creating SQLs.
    • 72 months of experience utilizing an understanding of PeopleSoft architecture and table structures.
    • Bachelor's Degree
    • 72 months of experience developing, maintaining, and executing test plans and test cases, validating test results, and logging/tracking related defects.
    • 48 months experience performing business analysis in one or more of the following PeopleSoft modules CRM, HCM, FIN & IB.
    • 48 months experience developing solutions emphasizing use of delivered functionality either to removing existing customizations or to provide solutions to meet business needs.
    • 48 months of experience utilizing PeopleSoft Application Designer as a reference tool for functional design, support, and troubleshooting.

    What type and/or manner, of knowledge transfer is requested during the Engagement?
    Resource will be required to work with State staff to ensure that sufficient document/artifacts reviews take place during the course of the contract.
    Resource will be responsible for cross training and overviews for work completed without the involvement of State staff.
    Written documentation may be required.
