The Position

Bargaining Unit: Local 21 - Non-Supervisory Management

Contra Costa Risk Management Department is seeking to fill one (1) Business Systems Analyst to join our Administrative Division.

The Business Systems Analyst reports directly to the Deputy Director of Risk Management and is responsible for performing business systems analysis, business application support, data analytics, and reporting; collaborating with departments, technical staff, and various stakeholders to improve departmental operations and data reporting; and performing other related work as required.

We are looking for someone who is:

  • Gathering and validating data to ensure accuracy
  • Performing data analysis and quality assurance tasks
  • Collaborating with management and staff across the department and other stakeholders on metrics and dashboard development and maintenance while advancing data-informed decision making for the department
  • Identifying areas for improvement in data collection, retention, and distribution methods, and providing recommendations
  • Creating and distributing guidelines for standardized data collection
  • Assisting the department with technical requirements of the claims management system

Minimum Qualifications

Education: Possession of a bachelor's degree from an accredited college or university in information processing, business administration, public administration, or a closely related field.

Experience: Three (3) years of full-time experience managing complex business projects which must have included two (2) years of design and project management responsibility for small and medium business applications.

Substitution: Additional qualifying experience may be substituted for the required education on a year-for-year basis up to a maximum of two (2) years. Additional qualifying education may be substituted for experience on a year-for-year basis up to a maximum of two (2) years.

Desirable Qualifications:

  • Experience with human services management systems
  • Knowledge of data privacy and confidentiality standards
  • Proficiency in business process mapping
  • Excellent written and verbal communication skills
  • Strong data analytics skills
  • Collaborative mindset and ability to work across teams

Selection Process

  • Training and Experience Evaluation: Candidates will be required to complete a training and experience questionnaire at the time of filing. The responses to the training and experience questions on the supplemental questionnaire will be used to evaluate candidates relevant education, training, and/or experience as it relates to the Business Systems Analyst Classification.
