Description

The Financial IT Specialist supports the development, implementation, and optimization of technology-based solutions used within financial operations. This position focuses on improving business processes, defining system requirements, analyzing financial data structures, and designing or enhancing business systems. The role is responsible for extracting and interpreting financial data, mapping workflows, supporting system testing and implementation, and translating business needs into effective technology and process solutions. The incumbent partners with financial, technical, and operational teams to ensure accurate data flow, efficient processes, and reliable financial system performance.

Duties include but are not limited to

Financial Systems Analysis and Support

  • Analyze, interpret, and validate financial system data, workflows, and process dependencies.
  • Identify, understand, and leverage database structures, including interpreting entity relationship diagrams (ERDs).
  • Write SQL scripts to extract, review, and troubleshoot financial and operational data.
  • Collaborate with Finance partners to identify data inconsistencies, process inefficiencies, and system issues.
  • Support SharePoint development, Microsoft forms development to streamline financial activities.
  • Troubleshoot system functionality via an internal ticketing system and when applicable, work with Richmond City Dept. of Information Technology (DIT) resources or vendors to resolve issues.
  • Review, support QA testing, validation, and review.
  • Serve as primary/secondary department Automation Coordinator

Business Process Evaluation and Improvement

  • Collect, analyze, and document financial business processes to assess scope, impact, and improvement opportunities.
  • Map and document process workflows, identifying gaps, risks, and optimization strategies.
  • Recommend and design technology, staffing, or process solutions that improve operational efficiency.
  • Facilitate meetings with stakeholders to gather requirements, define expectations, and ensure alignment on project goals.

Requirements Definition and System Design

  • Translate business needs into documented requirements, specifications, and user stories for system changes or enhancements.
  • Support system configuration, design sessions, and validation of functional requirements.
  • Prepare project documentation, including strategy outlines, timelines, and resource needs.
  • Document finance/revenue functions.

Implementation and Testing of Technology Solutions

  • Coordinate and support system implementations, upgrades, and integrations affecting financial processes.
  • Develop and execute test plans, including acceptance testing and validation of data accuracy.
  • Document test results, identify issues, and ensure successful resolution prior to go-live.
  • Train end users and support change management during technology rollouts.

Data Extraction, Reporting, and Presentation

  • Extract business and financial data from multiple systems to support reporting, audits, and analyses.
  • Prepare reports, dashboards, and presentations for internal stakeholders and leadership.
  • Ensure accuracy and integrity of financial data through ongoing review and monitoring activities.

This position is considered an Essential Personnel, which means that the incumbent is required to work when the City is closed due to public emergencies, critical or hazardous conditions or inclement weather.

Qualifications, Special Certifications and Licenses

KNOWLEDGE, SKILLS, AND ABILITIES:

Knowledge (some combination of the following):

  • Knowledge of area of focus such as financial reporting, fixed assets, payroll, information technology database, revenue reporting, etc.
  • Hardware knowledge including basic computer setup
  • Common computer programs such as Microsoft Office Suite
  • Electronic databases and related software applications used in area of focus such as Oracle, MUNIS, RAPIDS financial software system, Adobe Acrobat, etc.
  • Multiple reporting platforms such as revenue and financial reporting modules
  • Process Improvement
  • Project Management
  • Software testing methodologies
  • Standard office technology and equipment (e.g. computer, printer)
  • Telecommunication skills such as configurations, design, etc.

Skills (some combination of the following):

  • Analyzing and interpreting data in area of focus to identify current processes and look for deficiencies
  • Assisting customers and end-users as needed
  • Creating reports
  • Evaluating the processes and workflow within area of focus
  • Maintaining systems or databases such as Oracle, MUNIS, etc.
  • Managing assigned projects in area of focus such as through project feasibility, timelines, scope, process efficiency, resources, etc.
  • Preparing reports for people in of area interest
  • Testing updates for databases and software within area of focus
  • Training others in area of focus when necessary

MINIMUM TRAINING AND EXPERIENCE:

  • Bachelor's degree in Information Technology, Accounting, Business or related field OR an equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification
  • One year of business systems analysis experience

LICENSING, CERTIFICATIONS, and/or OTHER SPECIAL REQUIREMENTS:

  • None required

PREFERRED QUALIFICATIONS:

  • Proven ability to identify, understand, and leverage database structures and interpret entity relationship diagrams (ERDs).
  • Ability to write SQL scripts for extraction, review, and troubleshooting of financial data.
