OVERVIEW
Assignment
This contract Business Systems Analyst 3 assignment is in the Transmission Technology System Development and Support (JDD) organization. This position performs systems analysis, interfacing with users to support functional requirements development, analysis of tools and serves as the primary liaison between Transmission Technology business units and the development team. Leads the elicitation, analysis, documentation, and validation of business and functional requirements for new and existing Operational Technology (OT) systems. Translate complex business needs into detailed technical specifications and user stories for system development and enhancement projects..
Organization
The JDD organization develops and implements customized technology solutions to support *** s (BPA s) Control Centers. JDD is unique in that we are the only group at BPA that does custom design, development, and maintenance of grid operations software solutions. Our group consists of six sub-teams of .Net and Java expertise across multiple systems. Candidates must have strong technical and team skills to be able to do the job. Utility experience is ideal. Our team members must be able to learn and understand the complex interactions between multiple interconnected systems to build creative solutions and find and fix unique problems. We are looking for people who possess intuition and sleuthing skills beyond the basic diagnostic skills. Candidates also need the ability to understand and fulfill the various compliance requirements that regulate our business, supporting the safety and security of our systems.
ASSIGNMENT RESPONSIBILITIES
Note: All official drafts, documents and recommendations, as listed below, must be reviewed, finalized and approved / accepted by appropriate BPA manager or other federal personnel with the authority to do so.
Work associated with this position will be directly related to business process support for systems change management, process and compliance requirements for the organization.
Analyze system infrastructures, functional requirements, and technical capabilities for system acquisitions.
Develop or review specifications, verifying that all essential requirements are documented.
Distribute requirements to hardware and software configuration items or manual operations using appropriate modeling techniques including automated structured analysis tools.
Review the logical top-level design for applications and information systems (including test plans and procedures).
Verify that project software specifications, interface requirement specifications and software development plans are correct and of adequate scope.
Review and validate that configuration management policies and procedures provide thorough requirements traceability through version release and adequate documentation to support system operation and maintenance.
Code, test, install, and document detailed programs while applying applicable standards to all products.
Prepare and conduct program presentations, in-house and client training, and functional education.
Develop and present recommendations and support analysis for management decisions.
Plan/recommend project operations schedules.
Provide recommendations to BPA management for staffing requirements and resource allocations for projects.
Prepare technical reports, documents, studies, and system documentation as required.
Develop technical system concepts and designs to support proposal development and position papers.
Attend meetings, conferences, and seminars to support the customer needs. Attendance also assists in maintaining currency of technical, procedural and acquisition knowledge.
Monitor system performance to determine whether adjustments need to be made, and to determine where changes will need to be made in the future.
Confer with system users to document and solve existing system problems.
Communicate with management and co-workers by telephone, written form, e-mail, or in person.
Support organizations change process and configuration management efforts.

REQUIREMENTS
Education & Corresponding Experience (required on matrix)
Bachelor s degree in Computer Science, Information Technology, Business Systems, Engineering or a directly related field is preferred.
With an applicable Bachelor s degree, 8 years of experience is required.
With an applicable Associate s Degree, 10 years of experience is required.
Without an applicable Bachelor s degree, 12 years of experience is required.
Experience should include demonstrated analysis work, requirements engineering and operations management.
Required Technical Skills & Experience (required on matrix)
At least 5 years of experience in all aspects of the software development lifecycle for a high availability environment.
3 plus years of experience in the use of change and configuration management tools/systems.
3 plus years of experience in compliance and/or audit support.
1 year experience with process development and roll-out.
Minimum 3 years of experience performing systems/requirements analysis on enterprise applications utilizing Java/JEE and/or .NET (.NET Core/ASP.NET) architectures.
Demonstrated ability to analyze and map data structures (XML, JSON) and test application endpoints (APIs) using tools like Postman within Java/.NET environments.

Attendance at all conferences, workshops, training, etc. must be pre-approved by SLMO. Requests will be reviewed on a case-by-case basis. Approval is subject to the most current guidance provided to SLMO by BPA or DOE and is subject to change at any time. SLMO reserves the right to negotiate attendance on billable/non-billable hours and reimbursement of travel costs with the supplier. Reimbursable travel costs must adhere to the Federal Travel Regulations and be submitted via an expense sheet in Fieldglass.

Contract workers are required to identify themselves and their employer in signature blocks, in introductions and have a nameplate outside their cubicle.
CFTE must receive written VP approval to represent BPA at outside events, such as workshops, seminars or conferences.

Purpose:
The Contract Full Time Equivalent (CFTE) Hiring Safety Training Matrix is a hazard assessment for CFTE personnel routine tasks. It is intended to set a common understanding on training requirements between the CFTE personnel and the *** (BPA) managers/supervisors. BPA Requesting Managers should complete this form and coordinate with BPA Supplemental Labor Office during the procurement process to ensure the CFTE position includes a list of required trainings associated with identified tasks, conditions, and exposures. Each task, condition, and exposure indicate which training courses are required, who shall provide those trainings, and when those trainings shall occur.
This form is intended only as a reference document for contractors.
