    SUMMARY
     
    This contract Business Systems Analyst 3 assignment is in the Transmission Technology System Development and Support organization. This position performs systems analysis, interfacing with users to support functional requirements development, analysis of tools and serves as the primary liaison between Transmission Technology business units and the development team. Leads the elicitation, analysis, documentation, and validation of business and functional requirements for new and existing Operational Technology (OT) systems. Translate complex business needs into detailed technical specifications and user stories for system development and enhancement projects
     
    POSITION RESPONSIBILITIES 
    • Work associated with this position will be directly related to business process support for systems change management, process and compliance requirements for the organization.
    • Analyze system infrastructures, functional requirements, and technical capabilities for system acquisitions.
    • Develop or review specifications, verifying that all essential requirements are documented.
    • Distribute requirements to hardware and software configuration items or manual operations using appropriate modeling techniques including automated structured analysis tools.
    • Review the logical top-level design for applications and information systems (including test plans and procedures).
    • Verify that project software specifications, interface requirement specifications and software development plans are correct and of adequate scope.
    • Review and validate that configuration management policies and procedures provide thorough requirements traceability through version release and adequate documentation to support system operation and maintenance.
    • Code, test, install, and document detailed programs while applying applicable standards to all products.
    • Prepare and conduct program presentations, in-house and client training, and functional education.
    • Develop and present recommendations and support analysis for management decisions
    • Plan/recommend project operations’ schedules.
    • Provide recommendations to corporate management for staffing requirements and resource allocations for projects.
    • Prepare technical reports, documents, studies, and system documentation as required.
    • Develop technical system concepts and designs to support proposal development and position papers.
    • Attend meetings, conferences, and seminars to support the customer needs. Attendance also assists in maintaining currency of technical, procedural and acquisition knowledge.
    • Monitor system performance to determine whether adjustments need to be made, and to determine where changes will need to be made in the future.
    • Confer with system users to document and solve existing system problems.
    • Communicate with management and co-workers by telephone, written form, e-mail, or in person.
    • Support organizations change process and configuration management efforts.
      • Serve as a process point of contact for the organization

      • Define, develop, and document new processes and procedures as required
      • Support management approved process and procedure roll-out
      • Develop and provide training as required
    • Develop and document processes and procedures to support NERC (North American Electric Reliability Corporation) Mandatory Reliability standards CIP (Critical Infrastructure Protection) and Department of Energy NIST/FISMA (National Institute of Standards and Technology/Federal Information Security Management Act) security requirements.
      • Develop training materials and job aids to support above
      • Facilitate the development of necessary documentation to support reporting and audit requirements
      • Provide quality assurance and oversight for organization to ensure compliance to above standards and guidelines
    • Provide support to NERC annual certification process and any other spot audit or compliance request 
    Education & Corresponding Experience 
    • Bachelor’s degree in Computer Science, Information Technology, Business Systems, Engineering or a directly related field is preferred.
      • With an applicable Bachelor’s degree, 8 years of experience is required.
      • With an applicable Associate’s Degree, 10 years of experience is required.
      • Without an applicable Bachelor’s degree, 12 years of experience is required.
    • Experience should include demonstrated analysis work, requirements engineering and operations management.
     Required Skills & Experience  
    • At least 5 years of experience in all aspects of the software development lifecycle for a high availability environment.
    • 3 plus years of experience in the use of change and configuration management tools/systems.
    • 3 plus years of experience in compliance and/or audit support.
    • 1 year experience with process development and roll-out
    • Minimum 3 years of experience performing systems/requirements analysis on enterprise applications utilizing Java/JEE and/or .NET (.NET Core/ASP.NET) architectures.
    • Demonstrated ability to analyze and map data structures (XML, JSON) and test application endpoints (APIs) using tools like Postman within Java/.NET environments

    Knowledge of and experience working with:
    • Software development Lifecycle methodologies
    • Demonstrated ability to act as a principal liaison between business stakeholders, cyber security teams, system administrators, and software developers to translate complex technical requirements into business impacts and vice versa.
    • Proven track record of drafting high-quality, professional technical documentation, including System Requirements Specifications (SRS), Standard Operating Procedures (SOPs), system design documents, and user manuals.
    • Systems development and maintenance environments.
    • High availability environments
    • Change management concepts and practices
    • Configuration management concepts and practices
    • Project management and coordination concepts and principles
    • Compliance and standards as applied to systems development
    Process and procedure development
    • Experience in any aspect of the software development lifecycle for a utility environment
    • Experience with the set-up, configuration or oversight of change and/or configuration management tools
    • Experience developing processes, procedures to support compliance efforts
    • Experience with the design and implementation of security standards, policies or procedures in a high availability environment.
    • Experience implementing NIST/FISMA standards/guidelines 
    Additional Requirements: 
    • Valid U.S. Driver’s License is required
    • Experience or familiarity with North American Electric Reliability Corporation Critical Infrastructure Protection (NERC CIP) standards, NIST SP 800-53, or Federal Information Security Modernization Act (FISMA) compliance frameworks.
    • Experience working with systems in an Control Center, SCADA, or energy/utility Operational Technology (OT) network environment, where "always-on" high availability is mandatory.
    • Experience assisting in the design, testing, or documentation of Disaster Recovery (DR) and Business Continuity (BC) plans for critical IT/OT systems.
