SUPPLEMENTAL LABOR ASSIGNMENT JUSTIFICATION
Each supplemental labor assignment must be justified. Justifications must adequately explain why you are electing to procure a contract worker over other types of resources, such as a federal employee or a service contract. Justifications may be returned for further editing.
Justifications should:
Focus on the work, be brief and convey the basics
Explain the duration of work (temporary, surge)
Identify if work is project related, with a new or increased budget
Examine the benefits and risks involved in proceeding with a CFTE as well as any alternatives considered
Describe your vision for the future and the value/benefits a CFTE will bring to the business
Justifications should NOT:
Discuss any specific individual's skills and abilities
Contain Personal Services violations (such as creation of a career path for contract workers)
Discuss cost unless you were unable to hire a federal employee for the position because the Client wage scale did not support market prices
Contain conjecture or jargon

INHERENTLY GOVERNMENTAL
Will the person in this assignment perform any of the following tasks?
Make decisions about strategic initiatives or projects?
No Yes
Make decisions about strategic direction?
No Yes
Make decisions about budgeting or committing funds?
No Yes
Make decisions about core business processes or operations?
No Yes
Make decisions that would in some way legally bind BPA?
No Yes
Make decisions about compliance-related activities?
No Yes
If you answered "yes” to any question above, this assignment should be Federal (BFTE). Please refer to your staffing plan to ensure staffing resources align with your organization's plan.
JUSTIFICATION
Explain why a supplemental labor (CFTE) resource was selected for this work.
Please consider and respond to the following when writing your justification:
Is the assignment funded with new or increased budget for surge or project work (i.e.: temporary)?
Is the duration of the need uncertain, or likely to be short-term (three years or less)? If not, please explain the business rationale for securing a CFTE instead of hiring a BFTE, without reference to BFTE staffing restrictions
Is assignment difficult to fill due to unique skill set required, wages, location, etc.?
Have you tried but been unable to fill this assignment with a BFTE due to limited or unqualified applicants?
Is the government unable to pay for the specialized skill set required at current BFTE pay scale?
Is there a longer-term strategy to move this work to federal workers or a service contract, and what is the timeframe?
Will the organization gradually be shifting to federal employees and staggering hiring over the next X number of years?
We don't have any BFTE positions for this role. The position is funded with normal J-OT project work. We currently have 50+ active projects in the J-OT portfolio that follow a stage gate approval process; therefore the duration is unknown and is contingent on continuing project demands. The Managed Service Contract option is much higher cost and much higher administrative burden, as next best alternative.
