    SUMMARY
     
    This assignment will support (CLIENT’s) Transmission Field Services organization, specifically working within the Business Controls and Information (TFAI) group. This group is responsible for providing an accessible, reliable, and comprehensive asset register, working closely with the Work Planning and Evaluation Group to develop maintenance plans and providing critical information to the Reliability Centered Management group. The Business Systems Analyst 2 will analyze and document existing processes, as well as facilitate future state process design and re-engineering work sessions. The analyst will also perform data gathering and analysis, write business requirements, and participate in change management activities to support the overall business transformation effort.
     
    POSITION RESPONSIBILITIES 
    • Provide Cascade technical support for all users of the software, with emphasis on the Power System Control (PSC), Substation Maintenance, System Protection Control (SPC) and Transmission Line Maintenance (TLM).
    • Provide ongoing communications to the customers and stakeholders of the ADM team, including but not limited to process changes, system usage support, task status, etc.
    • Regularly works on tasks that are varied and complex in support of the implementation of new/upgraded tools and business processes.
    • Train/mentor new and existing personnel on the ADM team, as well as other system users on configuration changes to data systems.
    • With CLIENT manager oversight and approval, make complex changes to the core components of the configuration of Cascade. These changes affect the configuration that is presented and functional to the end user, to meet needs of the Transmission Organization. 
    • Analyze requests for non-routine changes to supporting systems and make recommendations for adapting data systems through configuration changes that meet all business needs and are sustainable
    • Design and perform user acceptance testing to validate that upgrades and enhancements meet requirements and do not negatively impact the business.
    • Perform system configuration changes, maintenance order management and data update tasks within TF Operations & Maintenance asset and work management systems with CLIENT manager oversight.
    • Apply full range of specialized skills and job knowledge to perform data analysis, document trends and/or unique findings during daily activities that may generate change requirements or have compliance implications. Present compiled information to ADM team for awareness and analysis of needed actions.
    • Plan and facilitate working sessions to elicit requirements and analyze and document current state processes and design or re-engineer future state processes in support of Cascade processes.
    • Communicate technical information (supported systems data, analysis results, etc.) verbally and in writing to a wide variety of technical and business experts, as well as non-technical users, in both individual and group settings.
    • Decompose high-level information into details and abstract up from low-level information to resolve solution vs. requirements conflicts.
    • Provide analytical support and objective data to the appropriate CLIENT manager or other federal personnel to assist in their facilitation and resolution of conflicting priorities, requirements, or stakeholder concerns.
    • Evaluate and assess business process change impacts and recommend appropriate change mitigation activities.  Support change management efforts.
    • Use a variety of diagrams and other tools (such as Visio) to explain and simplify complex problems.
    • Collect, organize, and validate data and model results to verify data completeness, accuracy and quality.
    • Interpret modeling results and propose alternative courses of action.
    • Prepare and present materials based on findings.
    • Facilitates assigned process improvement/development and data analysis projects/initiatives under the direction of the CLIENT manager
     Education & Corresponding Experience 
    • An associate’s or bachelor’s degree in Information Technology, Business Systems or a related technical field is preferred.
      • With an applicable bachelor’s degree, 5 years of experience is required.
      • With an applicable associate’s degree, 7 years of experience is required.
      • Without an applicable degree, 9 years of experience is required.
    • Experience should include a combination of work-related experience on-the-job training and/or vocational training and should be consistent with the specific requirements of business systems analysis and progressively more technical in nature
     Required Skills & Experience  
    • 5 years of demonstrated work-related analyst experience.
    • Specific experience conceptualizing and planning initiatives for data integration, gathering, and organization experience 
    Preferred Skills & Experience  
    • Energy/utility experience in asset management or maintenance.
    • Cascade Software proficiency, preferably analysis skills related to implementation and use of Cascade.
    • Strong technical writing skills and the ability to present information in various forms.
    • Demonstrated expertise with logical process modeling concepts.
    • Experience in asset management, analyzing data and developing strategies.
    • Knowledge of ‘Requirements Engineering’ and software development lifecycle.
    • Experience with Microsoft Office Suite software (MS Word, Access, PowerPoint, Excel, Outlook, Visio flowcharts, MS Project and SharePoint).
    • Familiarity with the Institute of Electrical and Electronics Engineers (IEEE) Software Development standards or equivalent.
    • Ability to distinguish key interactions and connectives among enterprise server-client technical solutions involving hardware, networks, security and applications
    • Familiarity with Agile Software Development methods and tools
