The Behavioral Health Services (BHS) Department at Larimer County is seeking a Business Projects Manager to lead multi-year initiatives that expand regional behavioral health access, care coordination, and justice-system diversion. Responsive to evolving community needs and Board of County Commissioners priorities, this position serves as the operational bridge between strategy, IT professionals, and frontline adoption.

The Team & Working Environment

As a key member of the BHS team and a strategic partner to Community Justice Alternatives (CJA), you will lead high-visibility, cross-departmental efforts that directly improve how residents navigate behavioral health care. This role sits at the dynamic intersection of behavioral health, criminal justice, technology, and community governance. Working alongside Larimer County's internal IT team, which leads core technical builds, your focus will be bringing people, processes, and systems together: facilitating inter-agency working groups, guiding partner performance, and leading County networks through transformative change.

Larimer Integrated Network of Care (LINC) Expansion: This position will support the continued development, implementation, and expansion of the Larimer County Integrated Network of Care (LINC), a collaborative initiative that facilitates coordination among behavioral health, criminal justice, and community partners. Responsibilities will include developing and maintaining strategic partnerships, supporting outreach and engagement with law enforcement and behavioral health stakeholders, and advancing the effective use and expansion of the LINC platform within complex legal, privacy, and information-security requirements, including HIPAA, 42 CFR Part 2, CJIS standards, and protections for personally identifiable information. The position will help ensure the ongoing sustainability, compliance, and effectiveness of LINC in supporting coordinated services for individuals at the intersection of behavioral health and justice systems.

Consumer Access Portal (CAP) : You will lead the interagency team, change management, and regional rollout for a new digital platform connecting residents to behavioral health resources. Working alongside IT specialists and software vendors, you will drive operational readiness, workflow integration, and community-wide adoption.

Over time, as regional goals and Board priorities evolve, your project portfolio will adapt to meet emerging county needs. Responsibilities

What youll be doing:

  • Drive Flagship System Implementations: Lead the execution, rollout, and long-term optimization of core multi-year initiatives, serving as the operational lead for the LINC data-sharing platform and for the Consumer Access Portal (CAP).
  • Facilitate Cross-Sector Collaboration: Convene and guide working groups spanning Behavioral Health Services, Community Justice Alternatives, public safety, healthcare providers, and community partners to align interagency workflows and shared goals.
  • Champion Inclusive Adoption & Change Management: Drive partner onboarding and outreach strategies to expand platform usage across the region, building operational workflows that ensure equitable access and seamless engagement for rural and multilingual communities.
  • Bridge Technical & Operational Teams: Serve as the primary strategic interface connecting BHS, CJA, County IT, and external partners, owning the full administrative lifecycle by managing complex technical dependencies, multi-year project budgets, vendor contracts, and cross-departmental operational workflows.
  • Ensure Regulatory & Governance Rigor: Oversee user access, system integrity, and cross-sector data-sharing protocols while navigating complex legal, privacy, and security standards, including HIPAA, 42 CFR Part 2, and CJIS requirements.
  • Deliver Executive Decision Support: Convert overarching strategy into structured project workplans, conduct risk assessments, and author high-impact briefings for leadership, governance committees, and the Board of County Commissioners.

Qualifications

All candidates will be screened for the following required minimum qualifications. Any candidate who does not meet all of the qualifications listed as required will be eliminated from the process.

  • Bachelors degree, or equivalent combination of education and/or experience in Business Administration, Public Administration, or a related field is required. Related education or experience may be substituted on a year-for-year basis.
  • Three (3) years project management and/or program management experience.
  • Organizational Change Management Training and/or certification preferred.
  • Possess reliable transportation to be able work anywhere in the County as needed and required.
