Overview

Microsoft is seeking a strategic, execution‑focused Business Program Manager to join the Source to Pay (S2P) Solutions team. This role is responsible for sustaining delivery across current invoicing platforms while providing end‑to‑end compliance and tax operational ownership during a period of increasing regulatory complexity and platform modernization.

The ideal candidate brings strong Procure‑to‑Pay expertise, deep operational discipline, and the ability to partner cross‑functionally across Finance, Tax, Engineering, and Operations to ensure continuity, compliance, and risk reduction as systems evolve.

Responsibilities

  • Sustain execution across existing invoicing platforms and in‑flight initiatives to ensure continuity, reliability, and operational stability.
  • Reduce regulatory, financial, and transition risk through disciplined execution, clear accountability, and strong controls.
  • Partner with invoicing, finance, tax, and engineering stakeholders to maintain delivery during platform transitions and modernization efforts.
  • Serve as the business process authority during system configuration, testing, and deployment phases.
  • Provide end‑to‑end ownership for Source‑to‑Pay (S2P) compliance, including tax controls, Significant Financial Interest (SFI)‑related requirements, and country‑specific e‑invoicing mandates.
  • Own and drive global tax operational processes, ensuring compliance with value-added tax (VAT), Goods and Services Tax (GST), withholding tax, and other regional tax requirements.
  • Ensure accurate tax determination, calculation, reporting, and reconciliation across procurement, invoicing, and payment flows.
  • Act as the tax subject‑matter expert for finance systems and platforms (e.g., invoicing, approvals, Enterprise Resource Planning (ERP), tax engines).
  • Partner with Corporate Tax and external vendors to translate tax policy changes into system configurations and operational processes.
  • Establish and maintain process documentation, workflows, and training materials.
  • Support change management by engaging stakeholders and driving adoption of new processes.
  • Monitor post‑implementation performance and continuously refine processes to align with evolving business priorities.

Qualifications

Required Qualifications

  • Bachelors Degree in Business, Operations, Finance, or related field AND 4+ years experience in program management, process management, or process improvement OR equivalent experience.

Preferred Qualifications

  • Masters Degree in Business, Operations, Finance, or related field AND 6+ years experience in program management, process management, or process improvement

  • OR Bachelors Degree in Business, Operations, Finance, or related field AND 8+ years experience in program management, process management, or process improvement

  • OR equivalent experience.

  • 5+ years of experience in procurement, sourcing, or Procure‑to‑Pay (P2P) operations.

  • Proven experience designing, implementing, or optimizing procurement and finance processes.

  • Excellent communication skills with the ability to influence and partner across teams.

  • Experience working in a matrixed, cross‑functional environment.

  • Analytical mindset with attention to detail and process discipline.

  • Experience with SAP Ariba or similar procurement and invoicing platforms.

  • Prior experience working with tax engines and finance systems (e.g., SAP, ERP platforms).

  • Familiarity with Sarbanes-Oxley Act (SOX) controls, audit support, and compliance frameworks.

  • Knowledge of data governance, data quality, and cleansing practices.

  • Exposure to AI‑enabled procurement tools or analytics platforms.

  • Experience supporting large‑scale technology implementations or digital transformation initiatives.

Business Program Management IC4 - The typical base pay range for this role across the U.S. is USD $96,500 - $188,400 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $123,500 - $206,400 per year.
