The BA/Product Analyst – Solution Delivery supports end-to-end ServiceNow solution delivery by translating Government operational requirements into well ‑ defined product requirements and maintaining requirements traceability throughout design, development, testing, acceptance, release, and deployment cycles. Description:

The Office of Inspector General (OIG), Office of the Chief Information Officer (OCIO), delivers comprehensive IT services supporting approximately 2,000 users across more than 60 global locations. OCIO sustains and modernizes critical IT capabilities—including database services, mobile device management, IT asset management, domain services, network operations, and service desk support—that enable mission success. 

 

The BA/Product Analyst – Solution Delivery supports end-to-end ServiceNow solution delivery by translating Government operational requirements into well‑defined product requirements and maintaining requirements traceability throughout design, development, testing, acceptance, release, and deployment cycles. This role is essential in ensuring that delivered ServiceNow solutions fully meet approved business needs and support mission outcomes. 

 

Hybrid Work Schedule: This position offers a hybrid work schedule, providing flexibility to work both remotely and onsite based on business and team requirements. 

Responsibilities:

• Translate Government operational requirements into actionable product requirements and backlog items. 
• Conduct requirements workshops, stakeholder interviews, and discovery sessions to refine business needs. 
• Document current-state and future-state processes, workflows, and business rules. 
• Develop and manage requirements, epics, features, user stories, tasks, and acceptance criteria in alignment with Agile and ServiceNow practices. 
• Support backlog refinement and prioritization activities with Government product owners and capability owners. 
• Maintain end-to-end requirements traceability through design, development, testing, acceptance, and deployment. 
• Coordinate with developers, testers, architects, and Government stakeholders to ensure solution alignment and feasibility. 
• Support sprint demonstrations, user acceptance testing, and release readiness activities. 
• Validate developed and deployed functionality against approved business requirements. 
• Document functional requirements and provide clear specifications for technical teams. 
• Support legacy-system retirement analysis, including impact assessments and transition planning. 
• Ensure solutions satisfy approved business requirements, deliver expected value, and align with platform governance. 

Qualifications:

• Active Secret clearance. 
• IAT Level II certification (e.g., Security+ CE or equivalent). 
• Bachelor’s degree. 
• 6+ years of experience in business analysis, product analysis, or requirements engineering. 
• 5+ years of experience supporting enterprise ITSM/ITOM or ServiceNow programs in a BA/Product Analyst role. 
• Strong experience developing epics, features, user stories, and acceptance criteria in Agile environments. 
• Ability to translate business needs into functional requirements and technical specifications. 
• Strong facilitation, documentation, and communication skills with experience working across diverse stakeholder groups. 
• Experience supporting testing, validation, acceptance, and release activities. 

Preferred Qualifications 

• Experience supporting ServiceNow solution delivery (ITSM, ITOM, CSM, CSDM, workflows, or platform enhancements). 
• ServiceNow certifications such as CSA, CAD, or business analyst/product owner certifications. 
• Experience working in federal environments. 
• Familiarity with CMDB, CSDM, workflow design, and data-related requirements. 
• IIBA or Agile BA certification.
