About the RoleTRECIG is looking for a remote, part-time Business Development & Capture Specialist who can find the opportunity, shape it, and help write the response that wins it. This is a player-coach growth role on a lean, fast-moving team: you'll own a segment of our pipeline from market intelligence through award, lead capture on your pursuits, and roll up your sleeves on the proposal when it counts. You'll build relationships with defense and federal customers, including Army / Special Operations / Space Force / DHS / VA / federal civilian organizations, bring in the right teaming partners, and work directly with TRECIG's executive leadership on set-aside and full-and-open competitions. Because TRECIG is a growing small business, your work will have a direct and visible impact on where the company goes next. We're looking for an out-of-the-box thinker: someone who sees angles others miss, finds unconventional paths to the customer, and isn't satisfied with doing things the way they've always been done. This role begins as a part-time, hourly position starting at $48 per hour. After an initial performance assessment of 90 days, TRECIG may convert the role to a full-time, salaried position based on results, including pipeline growth, capture progress, and proposal contributions, as well as business needs. We want to grow this role with the right person, and your work during the part-time period will shape what the full-time position looks like.
Business Development & Pipeline
• Identify, qualify, and grow a pipeline of opportunities in cybersecurity, IT modernization, AI/ML integration, logistics and supply chain, and mission support using SAM.gov, agency forecasts, and direct customer engagement
• Find and pursue SDVOSB and small business set-aside opportunities, and position TRECIG for opportunities where CMMC Level 2 certification is a requirement or a discriminator
• Build and maintain relationships with government program managers, contracting officers, small business specialists, and prime contractors' small business liaisons, well before a solicitation exists
• Own opportunity data and report pipeline health, stage movement, and forecast accuracy to the President and CEO
• Lead bid/no-bid and gate reviews with honest assessments of customer intimacy, competitive position, vehicle access, and PWin
• Track changes in acquisition policy and vehicle strategy and translate them into pipeline and positioning decisions for the company
Capture Management
• Lead capture on assigned pursuits: capture plans, call plans, customer profiles, competitor assessments, and solution approach
• Run SWOT analyses, and price-to-win discussions, and turn the results into a clear win strategy
• Build TRECIG's teaming network as both prime and subcontractor; identify partners, negotiate workshare, and coordinate NDAs, teaming agreements, mentor-protégé and joint venture discussions, and partner data calls
• Shape requirements through RFI and sources sought responses, capability briefings, white papers, and customer meetings
• Assess and pursue positioning on governmentwide and agency vehicles, including on-ramps and continuously open solicitations
Proposal Leadership & Writing
• Transition captures into proposals cleanly: kickoff packages, compliance matrices, annotated outlines, and storyboards built from the solicitation's instructions and evaluation criteria
• Write and edit key sections, including executive summaries, technical and management approaches, staffing plans, and past performance, and step in wherever the proposal needs a strong pen
• Work with leadership and pricing support to align technical solutions, staffing, and price strategy, including fixed-price and performance-based structures
• Build and maintain TRECIG's proposal content library, capability statements, past performance write-ups, and resume database so every pursuit starts ahead
Required
• Bachelor's degree in Business, Marketing, Communications, English, or a related field, or equivalent experience
• 7+ years in federal government contracting, including 3+ years in business development or capture roles and meaningful hands-on proposal writing experience
• A track record of pursuits you personally shaped and won, with the ability to talk through the capture strategy behind them
• Experience pursuing small business set-asides, ideally including SDVOSB or VA Veterans First opportunities
• Working knowledge of federal acquisition, including how solicitation instructions and evaluation criteria drive proposal structure, and awareness of the ongoing FAR overhaul and agency class deviations
• Established relationships or demonstrated customer engagement with DoD and/or federal civilian customers
• Strong writing and editing skills; you can produce a compliant, persuasive section under deadline, not just review one
• An out-of-the-box thinker who brings creative approaches to finding opportunities, shaping win strategies, and differentiating TRECIG from larger competitors, and who can point to a time an unconventional idea helped win or reposition a pursuit
• Proven ability to work independently and productively in a fully remote environment, including running virtual customer meetings, capture sessions, and proposal reviews
• Advanced Microsoft Word, Excel, and PowerPoint skills; experience with Microsoft Teams, SharePoint, and a CRM or pipeline tool
• Ability to handle Controlled Unclassified Information (CUI) in accordance with company security policies from a secure home workspace
• Writing samples and a summary of captured wins available on request
Preferred
• Proposal training; APMP Foundation, Practitioner, or Professional certification
• Business development experience with [Army / U.S. Special Operations Command / Space Force / DHS / VA] or other TRECIG target customers
• Background in cybersecurity, IT services, or logistics and supply chain solutions, including familiarity with CMMC, NIST SP 800-171, and DFARS cybersecurity requirements
• Experience winning on or positioning for vehicles such as [GSA MAS, OASIS+ (SB/SDVOSB), Polaris, STARS III, VETS 2, SEWP VI, VA T4NG2, agency IDIQs and BPAs]
• Experience with pricing strategy and price-to-win on fixed-price and time-and-materials pursuits
• Prior experience growing a small business, and comfort building process where none exists yet
• Military service
• Active Secret or Top Secret clearance
Work Environment
This is a fully remote position open to candidates anywhere in the United States. You'll need a reliable high-speed internet connection and a private, secure workspace suitable for handling sensitive company and customer information. Work schedules are determined by TRECIG leadership based on business needs and pursuit priorities. TRECIG operates on Central Time, and you should be available for scheduled meetings during Central Time business hours. Business development runs on relationships and calendars, so expect regular virtual customer and partner meetings balanced with focused writing and capture work. Proposal production periods may require extended hours and occasional weekend availability near submission.
