Purpose Statement
The RCE Specialist is an expert individual contributor who prepares and advances high-quality, compliant R&D capital requests from intake through approval support, translating technical, financial, EHS, engineering, and procurement inputs into clear, decision-ready RCEs.
Major Responsibilities
Own assigned RCEs from intake through drafting, review, submission, approval support, and handoff.
Draft concise, executive-ready content covering need, justification, scope, cost, schedule, risks, assumptions, and outcomes.
Ensure packages are complete, consistent, traceable, and compliant with applicable policies, templates, approval requirements, EHS, engineering, procurement, and records expectations.
Coordinate inputs across Finance, Engineering, EHS, scientists, business requestors, Procurement, Facilities, Fixed Assets, and other stakeholders.
Track ownership, dependencies, decisions, and due dates; follow up proactively and escalate gaps, risks, or conflicts.
Manage a high-volume request pipeline, maintain accurate status, use approved tools responsibly, and contribute to standard work and reusable guidance.
Qualifications
Background in Engineering, Finance, Business, Project Management, Life Sciences, or equivalent experience.
Experience preparing or coordinating capital requests, business cases, project approvals, or similar governance documents.
Excellent English writing skills; able to turn complex inputs into concise, logical, executive-ready proposals.
Strong understanding of capital documentation, cost and funding concepts, governance, and policy-driven approvals; regulated industry experience preferred.
Highly organized, detail-oriented, deadline-driven, and effective with stakeholders; proficient with Microsoft 365 and collaboration tools.
Key Deliverables and Success Measures
Compliant, accurate, decision-ready RCEs delivered on time with strong first-pass quality.
Clear pipeline status, ownership, risks, actions, decisions, and escalation paths.
High throughput and strong stakeholder responsiveness without compromising governance or quality.
