Role Summary
We are seeking a senior Business Analyst / Business Process Architect to lead requirements elicitation, business-process analysis and workflow modernization for USFWS International Affairs.
Responsibilities:
- Lead requirements workshops with program, scientific, legal and technical SMEs.
- Develop functional and nonfunctional requirements.
- Establish requirement IDs, source, rationale, priority and traceability.
- Write deterministic acceptance criteria, including Given/When/Then.
- Maintain requirements traceability matrices.
- Analyze current-state and future-state value streams.
- Quantify delays, bottlenecks, rework and non-value-added steps.
- Develop BPMN 2.0 process models.
- Develop decision logic using DMN where applicable.
- Define process pools, lanes, gateways and exception paths.
- Translate business requirements into PRD and technical-specification inputs.
- Define forms and data requirements.
- Support RJSF form/schema specifications.
- Support OpenAPI/interface and data-model requirements.
- Ensure requirements are sufficiently precise for human developers and AI coding agents.
Recommended Recruiting Qualifications
- 8–12+ years as Senior BA, Business Process Analyst, Systems Analyst or Process Architect.
- Hands-on BPMN 2.0 experience is a must-have.
- DMN experience strongly preferred.
- Requirements traceability.
- Agile user stories and acceptance criteria.
- Value-stream/process-improvement experience.
- Understanding of APIs, JSON, schemas and data models.
- Experience working directly with developers/architects.
- Federal or regulatory environment preferred.
- Government modernization/case-management/permitting experience strongly preferred.
