    Description

    One of the key agencies within A&F is the Department of Revenue (DOR). DOR manages Commonwealth taxes and child support, and their mission is to gain full compliance with the tax, child support and municipal finance laws of the Commonwealth. The Executive Office for Administration & Finance IT (A&F IT) is a unit under the Executive Office for Administration & Finance (A&F) supporting IT systems and applications for 15 various A&F agencies.

    DOR will be migrating all files stored on network file shares to SharePoint. A&F IT has an immediate need for a SharePoint Business Analyst contract position to scope the business and application impact of migrating these files to OneDrive and SharePoint. The Business Analyst must determine the SharePoint models that will meet the business and functional needs of DOR.

    This engagement is estimated to be 12 months.

    Responsibilities:

    Provide clear, concise, and thorough analysis in the appropriate format (e.g., use cases, application inventories, application functions that access network drives, and SharePoint models) which will be easily integrated across all DOR business units

    Analyze network shares, security groups and user permissions

    Read and understand project artifacts prior to conducting business unit interviews

    Publish interview topics and questions prior to each interview

    Conduct structured interviews of subject matter experts from each DOR and A&F IT business unit to identify current processes and use cases of user network drives and shared network drives

    Document all subject matter interviews, get feedback, and compile a set of relevant requirements and business processes

    Schedule and conduct requirements reviews, design and status meetings with other project team members

    Participate in reviews of the proposed use cases and requirements with the project team, explain the functionality, highlight problem areas, gather feedback, revise the design artifacts as necessary, and obtain approval of the use cases and requirements.

    Create and maintain all required artifacts in a SharePoint site

    Participate in the development of SharePoint proposed solutions and a rationale for each solution

    Propose high level SharePoint security group model and coordinate with the CISO office

    Client and document applications that are accessing network shares (read and write). Document staff use cases for this information

    Assist with the development of an enterprise architecture of the SharePoint sites used for file storage

    Review and update the SharePoint governance documents

    Participate in senior management briefings on the findings and recommendations of SharePoint models

    Utilize Jira to document user stories, use cases and tasks

    Job Skills & Qualifications

    Required: Minimum of 5 years as a business analyst with the following experience:

    Possess a comprehensive understanding of Microsoft 365 SharePoint Online with demonstrable hands-on experience

    Must have at least 2 years SharePoint experience in an enterprise environment

    Must have experience with migrations of network shared files to SharePoint

    Possess the analytical, information processing and technical skills required to perform duties in the system analysis, business analysis, and business process modeling disciplines at an advanced level

    Three to five years experience in business requirements gathering, development and documentation

    Three to five years experience in development and maintenance of design artifacts such as use cases, business process models, requirements documents, and SharePoint models

    Excellent analytical and problem-solving skills

    Excellent written and verbal communication skills with the ability to communicate at all levels of the organization

    Excellent documentation skills and effective written communication skills

    Proven ability to identify and formalize business needs, convert them into use cases and requirements

    Recognized customer skills

    Ability to set priorities and to perform tasks in a fast-paced environment

    Extensive background in a collaborative, team-run environment

    Good judgment and discretion in dealing with sensitive situations

    Excellent interpersonal and oral/written communication skills

    Excellent listening skills

    Visio and PowerPoint expertise

    Bachelor s degree in Information Technology or a related discipline. Equivalent work experience will be considered
