Business Analyst
Location: Salem, OR
Duration: 6 months (Remote/Hybrid)
Seeking for a Business Analyst to support modernization and enterprise initiatives within the Project Portfolio Management Office. The Business Analyst will work closely with program staff, senior analysts, technical teams, vendors, and business stakeholders to gather and clarify business needs and translate them into clear, actionable requirements and documentation. The role will support requirements elicitation, business process analysis, process mapping, documentation, UAT, training, implementation, and change-management activities throughout the project lifecycle.
Key Responsibilities:
- Gather and analyze business requirements through stakeholder interviews, workshops, document reviews, research, and other elicitation techniques.
- Translate stakeholder needs into clear and actionable:
- Business requirements
- Functional descriptions
- User stories
- Business rules
- Process diagrams
- Develop and maintain current-state (As-Is) and future-state (To-Be) process maps.
- Identify process gaps, inefficiencies, dependencies, and opportunities for improvement.
- Maintain requirements traceability throughout the project lifecycle.
- Develop and maintain SOPs, requirements summaries, process documentation, and system documentation using approved templates and terminology.
- Collaborate with business stakeholders, technical teams, vendors, and senior analysts to clarify requirements and support solution assessment.
- Prepare User Acceptance Testing (UAT) test cases based on approved business and functional requirements.
- Participate in UAT execution, document test results, communicate findings, and assist with issue resolution and validation.
- Support implementation and deployment activities for new or modernized systems.
- Assist with developing end-user training materials and supporting train-the-trainer sessions.
- Gather user feedback and assess workflow impacts following implementation.
- Support user adoption and continuous process improvement initiatives.
- Facilitate workshops and discussions to build stakeholder consensus and resolve requirement-related questions.
- Perform other business analysis activities necessary to support program objectives and project timelines.
Required Qualifications:
- Experience performing business analysis and requirements elicitation.
- Experience gathering requirements through interviews, workshops, document reviews, and stakeholder discussions.
- Experience documenting business requirements, functional requirements, user stories, and business rules.
- Experience creating current-state/future-state or As-Is/To-Be process maps.
- Experience with business process analysis and process improvement.
- Experience maintaining requirements traceability throughout the project lifecycle.
- Experience developing and maintaining SOPs and system/process documentation.
- Experience developing UAT test cases and supporting User Acceptance Testing.
- Strong analytical, problem-solving, and organizational skills.
- Strong written and verbal communication skills.
- Ability to communicate effectively with both business and technical stakeholders.
Preferred Qualifications:
- Experience supporting large-scale modernization programs, enterprise initiatives, or digital transformation projects.
- Experience working within a PMO/PPMO or structured project delivery environment.
- Knowledge of data governance, data privacy, and information security practices.
- Project management and change-management experience.
- Experience facilitating stakeholder workshops and consensus-building sessions.
- Experience developing end-user training materials and supporting train-the-trainer activities.
- Experience working with relational databases or cloud-based data platforms.
- Ability to translate technical concepts into clear information for non-technical business audiences.
- Experience supporting system implementations and post-implementation adoption activities.
