Title: Business Analyst
Job Type: Contract
Duration: September 7, 2026 – March 8, 2027
Work Schedule: Monday – Friday, 10:00 AM – 4:00 PM PST
Work Location: Remote
Occasional Onsite: Some onsite work may be required based on business needs.

Job Summary

We are seeking an experienced Business Analyst to support modernization initiatives within a large public-sector environment. The Business Analyst will work closely with program staff, senior analysts, technical teams, and vendors to understand business needs, document requirements and processes, support solution assessment, and assist with testing and implementation.

The ideal candidate will be skilled at translating stakeholder input into clear, actionable requirements and documentation that supports successful project delivery.

Key Responsibilities

Business Analysis & Requirements

  • Gather and analyze information through stakeholder interviews, workshops, document reviews, and research.

  • Elicit, clarify, and document business and functional requirements.

  • Translate business needs into process diagrams, user stories, business rules, and functional descriptions.

  • Maintain requirements traceability throughout the project lifecycle.

  • Collaborate with business stakeholders, technical teams, and vendors to clarify requirements and resolve issues.

Documentation

  • Develop and maintain current-state and future-state process maps.

  • Create and maintain SOPs, requirements summaries, functional documentation, and system documentation.

  • Ensure documentation follows approved templates, standards, and consistent terminology.

  • Identify process gaps and opportunities for improvement.

Testing & Validation

  • Prepare UAT test cases and scenarios based on documented requirements.

  • Participate in user acceptance testing and validation activities.

  • Document test results, issues, and findings.

  • Communicate identified issues to appropriate stakeholders for review and resolution.

  • Support validation that solutions meet documented business requirements.

Training & Implementation Support

  • Assist with the development of end-user training materials.

  • Support train-the-trainer sessions and implementation activities.

  • Assess workflow impacts resulting from new or modified systems and processes.

  • Gather user feedback and communicate insights to support adoption and continuous improvement.

Additional Responsibilities

  • Support project and program objectives, deliverables, and timelines.

  • Perform other duties as assigned.

Preferred Qualifications

  • Experience supporting large-scale modernization, transformation, or enterprise initiatives.

  • Experience working with business stakeholders, technical teams, and vendors.

  • Strong project/change management and facilitation skills.

  • Experience leading or participating in stakeholder workshops and consensus-building activities.

  • Familiarity with data governance, privacy, and security practices.

  • Experience working with relational databases or cloud-based data platforms.

  • Ability to translate technical concepts into clear, understandable information for business audiences.

  • Strong analytical, problem-solving, communication, and documentation skills.

Work Environment

This is primarily a remote position. However, occasional onsite work may be required based on business needs. Candidates should be comfortable collaborating virtually with business stakeholders, technical teams, program staff, and vendors.
