    Pay From: $42.00+ per year


    MUST:
    Experienced Business Analyst
    Eligible for federal NACI background/Public Trust
    4 6 years in program analysis, policy analysis, business/technical analysis, project/program management, or comparable advisory services
    Experience independently conducting program or policy analysis and evaluating complex or conflicting information
    Experience synthesizing stakeholder or interagency input and managing clarifications, dependencies, and actions against fixed deadlines
    Experience with peer review/quality control and developing SOPs, checklists, or review frameworks
    Strong written communication skills and attention to detail; ability to produce clear, well-organized, traceable work products
    Excellent analytical writing skills; ability to produce concise, traceable, decision-ready products for senior Government readers
    Experience with structured due diligence, research security, foreign ownership/control/influence (FOCI), or risk assessment reviews desired
    Proficiency with Microsoft Office (Word, Excel, PowerPoint, Outlook)
    Familiarity with U.S. export-control frameworks (EAR/ITAR), trade policy, technology policy, or related federal mission areas preferred
    Experience with Smartsheet, SharePoint, or similar workflow, case-management, or dashboard platforms preferred
    Active relevant certifications preferred
    Bachelor s Degree required

    DUTIES:
    Lead structured, substantive analysis of consortium proposals, including consortium structure, ownership and control information, full-stack technology package descriptions, and national interest statements, and assess alignment with Program eligibility and review requirements.
    Apply the documented review methodology to assess proposals against minimum Program requirements and prepare Completeness Review Memoranda documenting findings, deficiencies, and recommended next steps
    Convert unresolved questions and dependencies into an issue-based review plan (question, evidence needed, responsible reviewer, completion point); distinguish applicant assertions from corroborated information and cite supporting sources.
    Coordinate, consolidate, and synthesize interagency stakeholder inputs; identify areas of agreement and disagreement, unresolved issues, dependencies, and matters requiring Government decision; preserve traceability from each comment to its disposition.
    Draft Substantive Review Summary Reports, decision memoranda, briefings, requests for clarification, and correspondence that communicate review status, findings, risks, alternatives, and recommended actions
    Identify, assess, and document potentially applicable export-control (EAR/ITAR) considerations and recommend Government review or referral; binding legal and regulatory determinations remain with authorized Government personnel.
    Develop, document, and recommend improvements to standard operating procedures, review frameworks, checklists, decision-support tools, analytical frameworks, and tracking mechanisms to improve consistency, efficiency, transparency, and repeatability.
    Apply business process and system analysis, technical analysis, strategic planning, knowledge management, change management, and training support skills to help mature Program review operations; support Program-approved workflow automation where source information remains traceable.
    Guide and mentor Business Analyst I staff on assigned reviews; contribute to bi-weekly status reports and monthly status and cost progress reports; attend Government meetings and complete follow-up actions by established deadlines
    Perform other duties as assigned by the contract Program Manager and the Government Task Manager/COR.
