Business Analyst / Functional Analyst Integrated Eligibility Systems

Job Description: 
Seeking an experienced Business Analyst / Functional Analyst to support enterprise application operations, business solution initiatives, and Integrated Eligibility Systems in a government technology environment. The ideal candidate should possess strong expertise in business analysis, requirements gathering, workflow documentation, testing coordination, stakeholder communication, and enterprise application support. This role requires collaborating with business and technical teams to gather, analyze, document, and validate functional and business requirements, support testing activities, coordinate production implementations, facilitate meetings, and ensure enterprise technology solutions align with operational and strategic objectives. Experience supporting Integrated Eligibility Systems such as SNAP, TANF, Medicaid, Okta, and SimplyGov is highly preferred.


Key Responsibilities:

  • Collaborate with stakeholders and technical teams to gather, analyze, prioritize, and validate business requirements
  • Define project scope, business vision, and functional objectives for enterprise initiatives
  • Create and maintain business process workflows, system workflows, and technical documentation
  • Develop business analysis artifacts including use cases, user stories, activity diagrams, ERDs, and state transition diagrams
  • Validate requirements for completeness, consistency, feasibility, and standards compliance
  • Coordinate and facilitate meetings, workshops, stakeholder sessions, and requirement discussions
  • Plan, coordinate, and support User Acceptance Testing (UAT) activities
  • Develop test plans, test scenarios, and test cases supporting business requirements validation
  • Support quality assurance testing, issue analysis, and defect resolution activities
  • Troubleshoot and resolve application, workflow, and configuration-related issues
  • Coordinate production implementation and deployment support activities
  • Produce reports, project documentation, and functional artifacts supporting project delivery
  • Support organizational change management, workflow improvements, and process optimization efforts
  • Research existing business processes and recommend operational improvements
  • Develop interface prototypes and functional models when required


Additional Responsibilities:

  • Support collaboration between technical, operational, and business teams
  • Communicate project changes, updates, and enhancements effectively to stakeholders
  • Maintain operational documentation, procedural manuals, and workflow documentation
  • Assist with workflow automation and continuous process improvement initiatives
  • Ensure solutions align with business objectives, operational requirements, and organizational goals
  • Provide stakeholder support and customer service during project and operational activities


Required Skills:

  • Strong experience in business analysis and requirements gathering
  • Experience creating and maintaining business process workflows and documentation
  • Strong experience creating test plans, test scenarios, and test cases
  • Strong verbal and written communication skills
  • Ability to create clear technical and functional documentation
  • Experience facilitating meetings, stakeholder discussions, and requirement sessions
  • Experience with quality assurance testing and UAT coordination
  • Strong troubleshooting, analytical, and problem-solving capabilities
  • Ability to manage multiple priorities and deadlines in enterprise environments
  • Experience working within Agile and/or SDLC methodologies
  • Strong interpersonal, collaboration, leadership, and stakeholder management skills
  • Experience with Integrated Eligibility Systems such as SNAP, TANF, Medicaid, Okta, and SimplyGov preferred


Qualifications:

  • Experience supporting government or public sector IT projects preferred
  • Experience with Integrated Eligibility Systems strongly preferred
  • Strong workflow analysis, documentation, testing, and process improvement experience required
  • Equivalent professional experience may substitute for formal education


Education:

  • Bachelors degree in Information Technology, Computer Science, Business Administration, or related field preferred


Certifications:

  • CBAP certification preferred
  • CCBA certification preferred
  • PMI-PBA certification preferred
  • Scrum certification preferred
  • Agile certification preferred
