We are hiring a Business Analyst for our client in downtown Boston, MA.  The person selected for this position will support the Rural Health Transformation Program and related initiatives.  
This role serves as a trusted business analysis and documentation partner, helping create shared understanding by listening carefully, asking, clarifying questions, documenting decisions, and translating business, operational, and technical needs into clear materials.

This role is not open to C2C, subcontractors, or visa sponsorship of any kind.

The work schedule for this role is hybrid in downtown Boston


For direct RHTP IT Office assignments, the RHTP Business Analyst assists with requirements documentation, process analysis, meeting facilitation and support, testing support, and operational readiness. For cross-agency or advisory assignments, the role supports the RHTP Technical Program Manager and RHTP IT Leadership Team by documenting project information, decisions, risks, dependencies, procurement status, contract considerations, funding needs, hiring needs, and solution questions requiring senior IT leadership awareness or action.
The RHTP Business Analyst also serves as the RHTP Program SharePoint Librarian, helping ensure program documentation, governance materials, templates, standards, requirements artifacts, and reference materials are organized, version-controlled, accessible, and maintained in accordance with records management expectations.

Key Responsibilities

Stakeholder Engagement, Communication, and Advisory Support
  • Serve as a business analysis liaison among the RHTP ACIO IT Office, RHTP IT Leadership Team, RHTP Technical Program Manager, business programs, cross-agency partners, project managers, solution architects, procurement teams, vendors, and operational stakeholders.
  • Support business programs and cross-agency partners seeking guidance on IT processes, templates, standards, solutions, procurements, contracts, project status, funding, hiring, and escalation points.
  • Listen to stakeholder needs and translate business, policy, operational, procurement, and technical information into clear documentation, decision materials, and communications.
  • Document stakeholder questions, open issues, pending decisions, action items, and follow-up items requiring ACIO IT Office awareness or response.
  • Identify unresolved decisions, ownership gaps, risks, conflicting expectations, or enterprise impacts and raise them through appropriate leadership channels. Track resolution status and maintain decision records to ensure visibility, accountability, and traceability.
Governance, Meeting Leadership, and Executive Support
  • Serve as meeting lead or meeting support for assigned governance, leadership, project management, workstream, and cross-agency coordination meetings, as directed.
  • Develop and maintain agendas, decision topics, add-on items, parking lot items, action items, and follow-up items with meeting owners.
  • Facilitate or support meetings that encourage respectful participation, shared understanding, issue resolution, decision visibility, and timely follow-through.
  • Capture meeting minutes, decisions, risks, issues, dependencies, action items, owners, due dates, and unresolved questions.
  • Distribute draft meeting notes for peer review, incorporate feedback, and issue final meeting notes and communications to appropriate stakeholders.
  • Prepare leadership-ready summaries, decision records, status inputs, briefing materials, issue summaries, governance artifacts, and SharePoint meeting records.
  • Maintain governance decision logs, action item inventories, and supporting documentation required for leadership review, audit readiness, and program continuity.
Business Analysis and Requirements Support
  • Conduct business needs assessment for assigned direct projects and advisory engagements, including problem definition, objectives, current-state challenges, future-state needs, constraints, and success criteria.
  • Elicit, analyze, document, validate, prioritize, and maintain business, functional, reporting, data, workflow, integration, accessibility, security, procurement, and operational requirements.
  • Develop business analysis artifacts, including requirements documents, user stories, acceptance criteria, use cases, business rules, process flows, gap analyses, decision logs, traceability matrices, and change records.
  • Ensure requirements are clear, complete, testable, feasible, prioritized, reviewed with stakeholders, and traceable through solution design, procurement, implementation, testing, and operational transition.
  • Maintain traceability between requirements, architecture decisions, procurement activities, testing outcomes, implementation milestones, and operational readiness activities.
Project Activity Support and Cross-Agency Coordination
  • Assist the RHTP Technical Program Manager and assigned project managers by providing business analysis inputs, requirements status, documentation updates, decision summaries, meeting outcomes, and stakeholder follow-up items.
  • Support RHTP ACIO IT Office awareness of IT-related project activities by documenting relevant status information, open questions, risks, dependencies, and decisions.
  • Assist with intake and triage of business program requests involving IT solutions, enterprise standards, shared services, procurements, contracts, staffing, or funding.
  • Support alignment of business analysis outputs, governance materials, meeting records, and documentation with project milestones, enterprise reporting needs, approved templates, standards, and governance practices.
  • Provide analysis and documentation to support leadership awareness, advisory support, procurement planning, contract development, solution evaluation, and implementation readiness.
Process, Solution, Data, and Procurement Analysis
  • Analyze current-state and future-state workflows, operational processes, system interactions, data flows, reporting needs, user journeys, and handoffs across program, technical, vendor, and enterprise teams.
  • Partner with Solution Architecture to ensure business needs inform solution options, design decisions, reuse opportunities, integration needs, and enterprise standards alignment.
  • Document architecture assumptions, reuse analysis findings, design decisions, dependencies, and standards considerations as part of requirements and governance artifacts.
  • Support a reuse-first approach by assessing existing systems, shared services, platforms, enterprise capabilities, data assets, contracts, and procurement vehicles before documenting new solution needs.
  • Support data mapping, interface and reporting requirements, role-based access needs, business rules, operational support requirements, procurement scope inputs, and evaluation of proposed solutions.
Testing, Implementation, and Operational Readiness
  • Support test planning by ensuring requirements are clear, testable, and linked to acceptance criteria.
  • Assist with user acceptance testing preparation, test scenarios, defect triage, issue clarification, and validation of functionality against approved requirements.
  • Coordinate with business users, vendors, project managers, technical teams, and operational stakeholders to confirm delivered solutions meet documented business needs.
  • Support implementation readiness by documenting business impacts, workflow changes, training inputs, procedures, knowledge transfer needs, support models, handoff materials, and readiness gaps.
Documentation, SharePoint Administration, Records Management, and Knowledge Management
  • Serve as the RHTP Program SharePoint Librarian for RHTP IT Office documentation, governance records, meeting materials, templates, standards, requirements artifacts, and project reference materials.
  • Maintain centralized repositories for requirements, governance records, architecture artifacts, decision logs, procurement documentation, project reference materials, standards, templates, and operational readiness materials.
  • Maintain accurate, organized, version-controlled, and audit-ready documentation within designated SharePoint libraries, folders, metadata structures, and approved repositories.
  • Maintain document naming conventions, folder structures, versioning practices, access coordination, template organization, and document retention practices.
  • Coordinate with RHTP IT Leadership, the RHTP Technical Program Manager, project managers, solution architecture, vendors, and cross-agency partners to store key documents correctly, maintain authoritative records, and address quality, metadata, ownership, or version control issues.
  • Ensure requirements, decisions, risks, dependencies, approvals, meeting outcomes, templates, standards, and key deliverables are available for leadership review, governance, and records management.
Qualifications
  • Experience as a Business Analyst, RHTP Business Analyst, Systems Analyst, Product Analyst, or similar role supporting technology, healthcare, human services, public sector, or enterprise initiatives.
  • Experience engaging stakeholders, supporting meetings, documenting decisions, managing action items, and communicating with business, technical, vendor, and executive audiences.
  • Experience eliciting, documenting, validating, prioritizing, and managing business and functional requirements, including requirements documents, user stories, acceptance criteria, process flows, business rules, gap analyses, meeting records, and traceability documentation.
  • Experience supporting technology initiatives through discovery, planning, procurement support, design, testing, implementation, operational readiness, SharePoint libraries, version control, templates, or records management processes.
  • Ability to work collaboratively in a matrixed environment with multiple priorities, stakeholders, projects, and cross-agency dependencies.
  • Proficiency with common documentation, collaboration, diagramming, requirements management, project tracking, and Microsoft SharePoint tools.
Preferred Qualifications
  • Experience supporting Medicaid, health and human services, rural health, public health, healthcare delivery, federally funded programs, or government technology initiatives.
  • Experience supporting IT governance, enterprise standards, procurement planning, contract development, funding requests, staffing analysis, portfolio reporting, architecture, data exchange, interoperability, accessibility, privacy, security, or procurement teams.
  • Experience supporting vendor-led implementations, system integrators, managed service providers, multi-agency delivery environments, SharePoint libraries, metadata, document versioning, permissions coordination, or records organization.

Pay $60 - $64 / hour W2 depending on experience
