    SUMMARY
     
    This contract Business Analyst assignment will provide high-level support and assistance to the Business Transformation organization, within the Field Strategy and Operational Excellence group. This division provides support services including Work Planning & Evaluation, Business Controls and Information, and Business Transformation to the Transmission Field Services organization. This Business Analyst will work on initiatives, strategies, projects, and services that affect the operations, construction, and maintenance of the transmission system. This assignment will work collaboratively across various transmission organizations to assist corporate management with the support and execution of management-approved operational excellence initiatives
     
    POSITION RESPONSIBILITIES 
    • Collaborate and communicate with a wide variety of internal technical and business experts, including the assigned Project Manager (PM) in both individual and group settings to assist with and recommend project team requirements.
    • Provide recommendations to management at all levels to assist in building leadership/sponsorship capabilities and address change management (CM) initiatives.
    • Provide information and recommendations to project and leadership teams on change management:
      • Develop/draft and recommend new or revised change management processes, procedures and/or workflows to meet/address customer/end-user requirements.
      • Facilitate Transmission projects and project initiatives by assisting corporate managers in developing and implementing corporate management-approved change plans and materials in the areas of sponsorship, training, communication, guidance, resistance management, and change management.
    • Assist management with development and implementation of change plans and strategies through various feedback loops or measurements. 
      • Support the implementation of new programs and initiatives including drafting proposed roles and responsibilities, processes, and infrastructure to support sustainment.
      • Monitor effectiveness of change plans and strategies, recommending improvements for management consideration to gain maximum benefit. Alert stakeholders, including the appropriate corporate manager, of any risks that may negatively impact project scope or schedule; provide mitigation recommendations for corporate manager review and acceptance; implement corporate management-approved actions.
      • Collaborate with other CM Specialists to share best practices, help with critical needs, and coordinate on Transmission-wide initiatives. Use Prosci methodology as well as new data sources to assess change saturation within Transmission Services and make appropriate recommendations to project teams, sponsors, and stakeholders.
      • Promote, assist, and support seamless organizational change across departmental boundaries as requested. 
      • Maintain and improve change management toolkits (e.g., deliverables, templates, techniques) that are simple, effective, and designed for different audiences. Validate change management strategies, plans and tools align with corporate Human Resources strategy.
      • Collaborate with corporate manager, stakeholders, project teams, and/or other parties to create/draft and recommend a comprehensive communication strategy; assist with implementation activities as requested. Provide expertise and assistance to corporate managers and Project Managers (PMs) to validate quality deliverables on a wide range of communication mediums and topics.
    • Support business stakeholders and the facilitation process for gathering and analyzing information using standard tools and approaches to:
      • Clarify business operations, functions, problems.
      • Document/map the current and future state.
      • Identify solution alternatives, evaluate the alternatives, and define procedures.
    • Provide process and organizational expertise for facilitating, planning, and executing approved business operations and change initiatives consistent with the division's strategic business objectives.  
    • Research, interview internal corporate customers/end-users, stakeholders, and other interested internal parties to gather and understand customer/end-user requirements and business processes, procedures, or workflow development, present solution recommendations for corporate management, executive, and stakeholder consideration and approval.
    • Evaluate information gathered from multiple sources, reconcile conflicts, decompose high-level information into details, abstract up from low-level information to a general understanding, and distinguish user requests from the underlying true needs; incorporate findings and insights into project and change management plans, decision-making information, and recommendations.
    • Evaluate proposed and in-flight Transmission Field Services initiatives and assist corporate management in preparing business cases by documenting the information to support Transmission Field Services initiatives, including: 
      • Financial planning
      • Decision-making
      • Risk assessment
      • Strategic planning
      • Internal controls
      • Process management
    • Utilize software sufficient to integrate requirements into on-going project management activities.
    • Assist with developing holistic assessments of operational, cultural, and organizational capabilities, resources, and risk factors and recommend whether ongoing programs, projects, operational processes, and IT support systems should be continued, eliminated, or redesigned to verify initiative outcomes can be successfully managed, integrated, and implemented.
    • Assist in risk analysis to identify possible outcomes based on factors such as available financial programming levels, cross-functional and portfolio integration requirements, effectiveness of cost and project management controls, and level of effort required for project completion.
    • Coordinate planning and execution milestones, schedules, and tasks to facilitate successful completion of assigned initiatives. Identify project deliverables and deadlines, including coordination of communication plans, change management plans, "as is" and future state assessments, user guides, desk manuals, and other necessary support tools.
    • Mark documents and maintain filing system(s), files, emails, and records in accordance with compliance requirements. Share and disperse documents only to appropriate personnel (those with a Lawful Government Purpose (LGP) to know). Mark and maintain all official records in accordance with the Information Security (INFOSEC) and Information Governance & Lifecycle Management (IGLM) standards and procedures. Assist in validating official records are accurately maintained for auditing purposes.
    • Recommend program evaluation criteria and procedures that incorporate performance metrics, compliance requirements, and lessons learned.
    • Recommend programmatic and process changes to executives and functional managers based on trends and stakeholder feedback.
    • Provide organizational and process analysis, reengineering, program planning and evaluation, and transition planning to facilitate the successful development and implementation of Transmission's business and strategic initiatives
    • Assist with analyzing organizational structure, functions, and processes to recommend changes for more effective allocation of resources, personnel utilization, processes, systems and controls, operational methods, and organizational efficiency. Recommend methods for enhancing the efficiency and effectiveness of projects, programs and procedures through process modification and application of evolving technology.
    • Maintain regular, consistent, and effective communication regarding project/assignment status and concerns, with appropriate parties, including the corporate manager, project manager, stakeholders, project team, etc.
    • Collaborate with subject matter experts to convey the corporate management-approved technical vision and to analyze potential tradeoffs between usability and performance needs; work with project PM and appropriate corporate manager/personnel to reconcile and recommend acceptable “tradeoffs” for corporate management determination.
    • Develop/draft documentation to 1) validate repeatability of processes; 2) facilitate training on new analytical tools; and 3) support business continuity and knowledge transfer. 
    Education & Corresponding Experience 
    • A degree in Business Administration, Business Management, Accounting, Computer Science, Organizational Development, or a closely related field is preferred.
    •     With an applicable Bachelor’s degree, 8 yrs of experience is required.
    •     With an applicable Associate’s degree, 10 years of experience is required.
    •     Without an applicable degree, 12 years of experience is required.
    • Experience should be direct work experience and knowledge of analysis and change management principles and methodologies with a solid understanding of how analytics and change management support the change process and how individuals experience and navigate transitions 
    Required Skills & Experience  
    • Demonstrated experience in leading and providing Change Management programmatic set up and support to organizations.
    • Experience with project and change management approaches, tools, and phases of the project lifecycle.
    • Experience with large-scale organizational change efforts.
    • Intermediate proficiency in Visio (flowcharts), MS Project, Access, and SharePoint.
    • Technical interviewing skills:
      • Possess functional/process interviewing skills within a business environment.
      • Possess ability to facilitate groups through process design and requirements-gathering sessions 
    Preferred Skills & Experience  
    • Certified Business Analysis Professional (CBAP) designation.
    • Certified Change Management Professional (CCMP) designation.
    • Experience with International Institute of Business Analysis (IIBA) methods.
    • Experience with the Prosci methodology for Change Management
