Summary:

The Land Use Clerk provides administrative and technical support to the Land Use and Building Departments, ensuring the efficient processing of permits, records, correspondence, and regulatory documentation. This position serves as a primary point of contact for residents, contractors, design professionals, and government agencies, providing excellent customer service and accurate information regarding land use and building-related processes. The incumbent performs a variety of clerical, recordkeeping, financial, and administrative functions while supporting departmental operations and compliance with applicable local, state, and federal requirements.

Essential Duties and Responsibilities:

· Provides professional, courteous, and responsive customer service to residents, contractors, surveyors, engineers, property owners, and other stakeholders in person, by telephone, and through written correspondence.

· Receives, reviews, and processes applications for building, zoning, and land use permits to ensure completeness and compliance with established procedures.

· Collects, records, and processes permit fees and other departmental payments in accordance with Town policies and financial procedures.

· Reviews, verifies, and processes departmental invoices and related financial documentation for payment.

· Establishes, organizes, maintains, and updates physical and electronic records, files, permits, and other official Land Use and Building Department documents.

· Prepares, compiles, and submits required reports, applications, fees, and related documentation to state and federal agencies in accordance with regulatory requirements and established deadlines.

· Assists with the development, revision, maintenance, and distribution of departmental forms, applications, guides, and informational materials.

· Drafts and prepares correspondence, memoranda, reports, letters, notices, and other business documents in support of departmental operations.

· Prepares letters of compliance, zoning verification documents, and other related correspondence as requested and authorized.

· Coordinates the preparation and publication of meeting agendas, legal notices, public hearing materials, and supporting documentation for Land Use commissions, boards, and committees.

· Maintains accurate records of commission and board actions, meeting materials, and related administrative documents in accordance with record retention requirements.

· Researches and retrieves property records, permits, maps, plans, and other documents in response to public inquiries and departmental needs.

· Provides administrative support to the Land Use Coordinator, Building Official, and other departmental staff as assigned.

· Monitors departmental email and telephone communications, responding to routine inquiries and directing requests to appropriate staff members when necessary.

· Performs work independently, exercises sound judgment and effectively manages multiple assignments while meeting established deadlines.

· Assists with special projects, departmental initiatives, and other duties as assigned to support the efficient operation of the Land Use and Building Departments.

· Other duties as assigned.

This position does not oversee staff.

Qualifications:

Education/Experience

  • High school diploma or GED required.
  • One (1) to two (2) years of clerical, administrative, customer service, municipal government, land use, zoning, planning, or building department experience preferred.

Required Skills/Abilities

  • Experience managing records, maintaining files, processing applications, and handling confidential information preferred.
  • Proficiency with Microsoft Office Suite, including Word, Excel, Outlook, and other office software applications.
  • Skill in preparing correspondence, reports, agendas, legal notices, forms, and other business documents.
  • Ability to communicate effectively and professionally, both verbally and in writing.
  • Ability to establish and maintain effective working relationships with residents, contractors, engineers, surveyors, elected officials, and Town employees.
  • Ability to interpret and follow policies, procedures, regulations, and departmental guidelines.
  • Ability to handle multiple assignments, prioritize work, and meet established deadlines.
  • Ability to maintain confidentiality and exercise discretion when handling sensitive information.
  • Ability to perform detailed clerical work with a high degree of accuracy and attention to detail.
  • Ability to work independently with minimal supervision while contributing effectively as part of a team.
  • Ability to provide courteous and responsive service to the public in a fast-paced environment.
  • Ability to learn new software programs, regulations, and administrative procedures as needed.

Certificates, Licenses, Registrations

· Current and valid driver’s license required.

Work is primarily performed in a municipal office environment. Frequent interaction with the public, contractors, consultants, and Town officials in person, by telephone, and through electronic communication. Occasional attendance at evening meetings, commission meetings, public hearings, or special events may be required. Employee may occasionally access file storage areas and records rooms.
