Description

Grounds employee performs general duties in the daily maintenance of County buildings and grounds. Foreman is to perform skilled, semi-skilled, and manual functions associated with the maintenance/repair of County buildings, grounds, equipment and related systems along with supervising custodial services.

Essential Duties and Responsibilities

  • Coordinates daily work activities including work assignments and inspection of completed work.
  • Ensures compliance of departmental projects with all applicable codes, laws, rules, regulations, standards, policies and procedures; initiates any actions necessary to correct deviations or violations.
  • Ensures departmental adherence to established safety procedures; monitors work environment and use of safety equipment to ensure safety of employees and other individuals.
  • Consults with assigned staff to review work requirements, status, and problems; assists with complex or problem situations; provides direction, advice, and technical expertise.
  • Monitors various projects involving maintenance and repair of County buildings.
  • Instructs employees on proper work techniques; procures tools, equipment, and machinery required for assigned work projects; oversees employees operation of equipment, machinery and tools.
  • Tests machinery and equipment for proper operations; detects hazards and makes adjustments, repairs or replacements as appropriate.
  • Transports, loads and unloads various equipment and materials used in projects.
  • Monitors inventory levels of parts, equipment, tools, or supplies; initiates orders for new or replacement materials; approves new products and equipment; writes specifications for new equipment.
  • Develops/implements preventive maintenance schedules for operating systems and department machinery.
  • Provides training to staff on proper procedures and on safe/proper use of machinery/equipment and maintains a comprehensive, current knowledge and awareness of applicable laws/regulations.
  • Responds to facility emergencies; assists security staff during security emergencies or unusual situations.
  • Provides continuity of custodial services under emergency conditions or unique circumstances by performing custodial duties directly related to the emergency conditions or as the situation dictates.
  • Assists in developing, as well as reviewing and updating departmental programs, policies and procedures.
  • Processes a variety of documentation associated with departmental operations, per established procedures and within designated timeframes; distributes documentation and maintains records as required.
  • Receives various forms, reports, work orders, invoices, packing slips, employee time sheets, vacation requests, job applications, incident reports, system reports, water reports/analyses, inspection forms, architectural drawings, diagrams, meter readings, manuals, reference materials, catalogs, policies, procedures, or other documentation; reviews, processes, forwards, replies and retains as required.
  • Covers mailroom duties as required and assists when and as necessary
  • Completes administrative reports regarding custodial work activities
  • Performs other duties as required.

Required Knowledge, Skills and Abilities

  • Prepare or complete various forms, correspondence, reports, logs, time sheets, attendance records, incident reports, disciplinary reports, purchase orders, inspection forms, water reports, work records, bid specifications, equipment specifications, performance appraisals, and other documents.
  • Communicate via telephone and/or two-way radio; provides information and assistance; takes and relays messages or directs calls to appropriate personnel; returns calls as necessary.
  • Reads and interprets construction plans, equipment specifications, maps, diagrams, blueprints, building/electrical codes, and federal/state/local codes which govern institutions.
  • Good oral and written communication skills;
  • Operation of standard and specialized office equipment;
  • Operation of Microsoft Office, and job-related software;
  • Interpersonal skills in dealing with co-workers, elected/appointed officials and general public; as needed to coordinate work activities, review status of work, exchange information, resolve problems, or give/receive advice/direction. Reviews and replies to correspondence as required.
  • Motivational/Team building skills in supervisory construction and equipment warehouse/repair work crews.
  • Requires the ability to lift and carry custodial supplies and equipment weighing up to 50 lbs.
  • Requires the ability to conduct inspections which may require climbing of ladders or stairs, bending, reaching, and moving of furniture or equipment.
  • Employees in this job classification (Building and Grounds Foreman) are designated as essential employees and must report to work as scheduled when County offices are closed due to severe weather.
  • Responding to emergency calls during non-scheduled work hours.

Minimum Qualifications

  • High school diploma or GED;
  • Six (6) years previous experience and/or training that includes building maintenance trades, plumbing, or electrical repair and supervision; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
  • Must possess and maintain a valid Pennsylvania drivers license.

I. Medical Insurance

The coverage begins for the employee the on the first of the month following the first full 30 days of full-time employment for employees and their eligible dependents. Cost to the employee to participate in the plan varies by the coverage selection and the number of dependents; and may be subject to collective bargaining agreement. The employee may also elect to opt out of the Countys medical insurance if proof of coverage is provided. Under this arrangement, the employee is provided with an annual opt out payment.

II. Vision and Prescription

The coverage begins for the employee on the first of the month following the first full 30 days of full-time employment for employees and their eligible dependents. Contributions may vary, subject to collective bargaining agreement.

III. Dental Coverage

The coverage begins for the employee on the first of the month following the first full 30 days of full-time employment for employees and their eligible dependents. Contributions may vary, subject to collective bargaining agreement.

IV. Life Insurance

A $50,000 life insurance policy is afforded to full-time employees, unless specified differently in a collective bargaining agreement. It remains in effect as long as the employee is actively employed and terminates upon resignation or retirement.

V. Retirement

All full-time employees and part-time employees working more than 1,000 hours per year qualify for Luzerne County retirement benefits, in which employees must contribute 5% of their earnings, and may choose to add to an additional voluntary contribution, not to exceed an additional 10%.
